City Administrative Officer; Roger Picquet, City Attorney; Toby Ross, Assistant City Administrative Officer; Steve Henderson, Assistant to the City Administrative 1 Officer; Gwen Guyre - Powell, Human Relations Commission Aide: Sharon Jones, Recording Secretary A. ROLE AND PERCEPTION OF THE HUMAN RELATIONS COMMISSION (File =1042) Steve Henderson, Assistant to the City Administrative Officer, gave a brief introduction to each of the agenda items (see staff report in File x1042- -tapes are also available for review upon request). 1. What Does the Human Relations Commission currently perceive its role to be? Commission members made brief comments. In summary, they felt the role of the Human Relations Commission was perceived to be the eyes & ears to the existence of needs in the community. The commission would also like to have established goals & objectives to work towards and know what their responsibilities are. 2. What does the Council consider to be the role of the Human Relations Commission? After comments by Councilmembers, the Council summarized the role of the Human Relations Commission to be not only the eyes & ears, but also the heart & conscience on issues of human rights. The commission should also act as the "receptionist" to the community regarding human needs, resources, etc. 3. How does the Council wish to see the Commission communicate important issues and ideas? Comments included: 1) encouraging Council liaisons to attend meetings to improve communication on important issues and to give ideas when needed; 2) Commission members encouraged to communicate through the Chair, when possible, to get and /or give information to the Council. The Council - members would also be available to individual commissioners if time was a factor; and 3) staff and Chairperson should update the full commission after the quarterly Mayor /Chair Advisory Body Luncheons. 4. Is the Commission unsure about anv city policies? To help commissioners understand city policies, comments included: 1) encouraging commissioners to attend Council meetings and report back to the full commission on items directly related to them; 2► use staff as a resource for explaining city policies. Councilman Griffin left the meeting at 6:40 p.m. At 6:45 p.m. Mayor Dunin declared a recess. At 7:15 p.m. City Council reconvened, Councilman Griffin absent. B. THE FUTURE 1.:: What are (or will be) the issues in the next year or two? The Council and the Commission agreed that the 1987 -89 Goals and Objectives are priorities for the next two years. Other possible issues City Council Minutes Page 3 Monday, November 9, 1987- 5:30 p.m. which the HRC may consider for the next 1 -2 years included: 1) evaluation of current and future programs assisting the homeless; 2) affordable housing (including use of additional mobilehome parks; 3) work with other childcare resource agencies as coordinators of programs; 4) use of volunteers in landlord /tenant inspection services and mediation training; ' and 5) investigation of state and federal grants to help implement programs of the Commission. Other comments included that the commission be a coordinator of central information. Also, that the community be informed of what the Human Relations Commission does. Steve Henderson stated that the HRC would be having their annual planning and orientation meeting tentatively scheduled for December 3 and 4. The commission will be reviewing their work program and develop a list of priorities, review the grants -in -aid process and criteria and mediation services. 2. Are there ideas about ways to be more productive in the future? After discussion, ways to be more productive in the future included: 1) better communication through the advisory body interview process with the Council Subcommittee, i.e. ask the question, "How do you see your role on the commission ?" This will help people understand what's expected of them; 2) ongoing orientation for new commissioners - -have written policies (possibly an orientation video). The commissioners presently have a "buddy system" where current commissioners bring new members up to speed. Staff also reeds to provide more periodic reports to Commission members of relevent actions taken by the Council. 3. What, specifically, would the Council like to see the HRC concentrate on in the coming year.) The Council agreed that the HRC should establish its own priorities and focus on the most important goals of the commission where members can be the most effective. The commission was cautioned not to spread themselves too thin. Items of interest raised included (some of these were raised under B1): 1) grants -in -aid procedures; 2) evaluation of the homeless issue; 3) affordable housing (including mobilehomes); 4) use of volunteers; 5) coordinate with other outside agencies to establish other needs of the community. C. GRANTS -IN -AID Leigh Willard, grants -in -aid subcommittee, reviewed his recommended changes to the GIA Request for Proposal (see staff report file .11042). Councilwoman Dovey supported the recommendations with a few minor changes and particularly liked the suggestion that agencies must request funding based on units of service to the City. Councilwoman Rappa agreed with the recommendation to require units of t service and would-also like to see some flexibility in the grants -in -aid process. D. MEDIATION SERVICES Gwen Guvre- Powell, HRC Aide, gave a brief presentation regarding the new mediation program (see blue binder file *1042). The first mediation training workshop is scheduled for January 1988-- Councilmembers and others will be invited to attend. There would also be a 17- minute video shown to introduce mediation. OTHER ITEMS OF INTEREST Steve Henderson gave an update on the temporary emergency shelter program for the homeless. He stated $20,000 is available to be used to fund non - profit agencies to provide temporary shelter during the upcoming rainy winter months. Mayor Dunin recommended that the HRC have a liaison to the Homeless Coalition. There being no further business to come before the City Council and Human Relations Commission, Mayor Dunin adjourned the meeting at 8:55 p.m. to Monday, November 16, 1987, at 5:30 p.m. for a Joint Meeting between the City Council and Promotional Coordinating Committee.
