1. ROCKET FUELS (File #706)
Consideration of rocket fuels being transported through San Luis Obispo
County.
Mayor Dunin convened the meeting at 11:00 a.m. and stated the purpose of the
meeting was to discuss the transportation of certain chemicals and rocket
fuel through the County of San Luis Obispo.
Mike Dolder, Fire Chief, explained proposed dates that hazardous fuels are
expected to be transported through San Luis Obispo County.
Roger Picquet, City Attorney, explained more fully the purpose of the
meeting and staff's recommendations. Specifically he discussed the
possibility of obtaining a temporary restraining order to prohibit the
transporation of rocket fuels through the City of San Luis Obispo and to
direct staff to prepare an urgency ordinance regarding the transportation of
rocket fuels.
After discussion, the Council took the following actions:

Moved by Settle /Pinard (5 -0), to direct staff to pursue a temporary
restraining order to prevent rocket fuels from traveling through the City of
San Luis Obispo.
Moved by Settle /Reiss (5 -0), to direct staff to prepare an urgency ordinance
for Monday, February 1, 1988, at 12:15 p.m. that will restrict and prohibit
the transportation of rocket fuels through the City of San Luis Obispo.
(Urge Highway 166 as an alternate route).
Moved by Settle /Reiss (5 -0), to direct staff to contact the other cities in
the County and the County of San Luis Obispo urging them to take similar
urgency measures regarding the prohibition of rocket fuels through the
County.
Moved by Rappa /Reiss (5 -0), to instruct the CAD to request the California
Highway Patrol to hold at least one of the upcoming hearings within the City
of San Luis Obispo on the decertification of Highway 46 and 101 and
certification of Highway 166.
There being no further business to come before the City Council, Mayor Dunin
adjourned the meeting to Monday, February 1 988, at 12:15 p.m.
