Settle and Mayor Ron Ounin Absent: None Other Members Present: Dale Reddell, Mayor of Morro Bay; Gary Napper, City Administrative Officer of Morro Bay; Bill Briam, County of SLO City Staff Present: John Dunn, City Administrative Officer; Roger Picquet, City Attorney; Pam Voges, City Clerk: Michael Multari, Community Development Director: Dave Romero, Public Works Director; Toby Ross, Assistant Administrative Officer: Mike Dolder. ROCKET FUEL (File x706) Council considered the adoption of an urgency ordinance restricting and prohibiting the transporation of rocket fuels through the City of San Luis Obispo (see staff report dated 1 -29 -88 in File x706). Mavor Dunin welcomed Dale Reddell and Gary Napper. Mayor and CAO from Morro Bay and Bill Briam. County CAO, and asked for questions, if any. Roger Picquet, City Attorney, gave an update on the issue of transportation of hazardous materials through the County. After discussion. it was moved by SettleiPinard (5 -0). to adopt Urgency Ordinance No. 1109 (1988 Series) restricting and prohibiting the transportation of certain chemicals and rocket fuel through the City of San Luis Obispo. At 12:45 p.m.. Mayor Dunin declared a recess. At 12:48 p.m.. City Council reconvened. all Councilmembers present. 32 City Council Minutes Page 2 Monday, February 1, 1988 - 12:10 -2:00 p.m. 2. CIRCULATION ELEMENT (File 462) Consideration of current policies of the work program for the Circulation Element. Mike Multari, Community Development Director, briefly reviewed the agenda report. Terry Sanville, Principal Planner, gave an in -depth history of the Circulation Element's current policies. Steve Jepson and David Powers from the firm of DKS and Associates also gave a review and slide presentation of the proposed study. Council then made a variety of suggestions of what should be included with the Circulation Element when it comes back for Council review. At 2:35 p.m., there being no further business to come before the City Council, Mayor Dunin adjourned the meeting-.
