Monday, April 4, 1988 - 4:00 p.m.
1. ANNEXATION POLICIES (File *422)
Council continued its discussion of annexation policies continued from
3/22/88.
Mike Multari, Community Development Director, briefly reviewed the Council
agenda report, primarily stating what was expected for today and that no
final decisions were being requested.
Terry Sanville, Principal Planner, reviewed the history of annexations
since 1971 (see memorandum dated 3/28/88, file *422).
Councilwoman Rappa requested that staff provide Council a copy of the
County's policies concerning annexations.
Ken Schwartz, former City of San Luis Obispo Mayor, reviewed annexation
pclicies as he knew them, dating back as early as 1954. He reviewed a
variety of memorandums and reports during this period of time, and would
make .them available to the Council for their review.
City Clerk was directed to make available those copies to the Council.
T. Keith Gurnee, previous Councilmember, also reviewed some of the history
and made comments relative to water and annexation policies.
Vic Montgomery, also made a brief presentation.
Other members of the audience who spoke were: Don Smith and Rob Strong.
Council discussed, at length, the differences between minor and major
annexations.
Council also requested that the Ordinance known as 604A and its
amendments, that dealt with water resources be made available to the
Council for their review.

this meeting.
Moved by Dunin /Rappa (4 -1 -0. Reiss voting no) that the City Council
continue action on the Southern California Gas Annexation. but that the
hearing not be held at the April 19 Council meeting as previously
scheduled.
6:50 p.m., there being no further business to e before the City
Council, Mayor Ounin adjourned the meeting.
