1. CITY FINANCIAL ISSUES (File 11233)
City Council held a study session for the purpose of reviewing financial
issues and policies including the Mid -Year Budget and 1988 -89 program
highlights.
John Dunn. City Administrative Officer, made a brief presentation.
Bill Statler, Finance Director, gave a comprehensive review of:
A) revenue sources; B) major financial policies and primary funding
sources; C) budgetary process which included the City's
planning ;multi -year approach, review of the framework for the budget and
the proposed 1988 -89 budget calendar; D) financial reporting; E) financial
services study; F) Mid -Year Budget Review; G) 1988 -89 program highlights;
and H) review of the Mayor /Council Work Program for 1988 -89.
Councilwoman Rappa raised the issue of having a budget subcommittee as the
City has had in previous years.
5:15 p.m., Mayor Dunin declared a recess. 5:30 p.m., City Council
reconvened. Councilwoman Pinard absent.
Council then reviewed the exhibits dated 4,11/88 (entitled Financial Study
Session), making some suggested amendments to the Council's Work Program.

Upon general consensus, the 1987 -88 kid -Year Budget was received and
filed.
P U B L I C C O M M E N T P E R I O D
1. MITCHELL PARK MEMORIAL
Dutch VanHarraveld, a previous member of the Parks & Recreation
Commission, requested that he be included in the upcoming discussicns by
the Council subcommittee (Pinard /Reiss) of what alternatives might be
available for the memorial structure at Mitchell Park.
Upon general consensus (4 -0 -1), Mr. VanHarraveld to work with the
subcommittee.
C O M M U N I C A T I O N S
COMM -1 City Council requested that staff set a early meeting to discuss
the new position on the Human Relations Commission.
COMM -2 Roger Picquet, City Attorney, gave a brief update on the
transportation of rocket fuel through the County.
5:55 p.m., there being no further business to come before the City .
Council, Mayor Dunin adjourned the meeting.
