Consideration of Capital Projects authorized in the 1987 -89 Financial Plan ($11,989,500) and supplemental projects requested as part of the 1988 -89 ($4,103,500). John Dunn, City Administrative Officer, briefly reviewed the budget process. Toby Ross, Assistant Administrative Officer proceeded with an in -depth review of the Capital Improvement Projects. 97 City Council Minutes Page 2 V� Monday, May 2, 1988 - 4:00 p.m. Toby then submitted a summary of supplemental Capital Projects which Council reviewed, including: Wastewater Plan Implementation Upstream Detention dams Pavement management Mitchell Park Memorial Modification French Park Santa Rosa irrigation Laguna Lake Park expansion Civic Center improvements Computer -aided dispatch Aerial fire truck Pumper fire engine Sewer main reconstruction Landscape Grand Avenue islands Improved access for Perfumo arm of Laguna Lake Zone 9 projects Resurface of parking lots Corporation Yard site improvements Railroad Tower rehabilitation Corporation Yard improvements Fire Station #1 ' City Hall office expansion Recreation Department offices Senior Center Council discussed having uniform standards for roadway landscaping, particularly for median islands. Also reviewed and suggested staff look at using wells for irrigation in parks. B. Council considered a new position request. Toby Ross reviewed the request for new positions which would include a Field Service Technician, Police Officer, Engineering Technician and a Recreation Coordinator. The Clerical Assistant 1 would increase an existing position to 3/4 time and the Police Officer position would be deferred upon completion of the Police Services Plan. A total of 3.25 positions was recommended. Council reviewed and asked questions. Upon general consensus, continu= ation of budget discussion was continued to May 17, 1988 at 7:00 p.m. At 6:50 p.m., there being no further busin to come before the City Council, Mayor Dunin adjourned the meet in Pam Voges, Cit Clerk APPROVED BY COUNCIL: 7 -5 -88 lb 103
