DENSITY AN-D GROUP HOUSING (MULTARI - 425) Council discussed issues and observations derived from the "Density and Unit Size" Workshop, including next steps. They also reviewed group housing reports including recommendations by the Planning Commission and City attorney (see report and exhibits A -G in File #425) (continued from March 19, 1988). Mike Multari. Community Development Director, reviewed the agenda report and the recommended next steps as outlined in Exhibit A and recommended that Council add, delete or modify as deemed appropriate and direct staff to begin implementation of same. Upon question by Councilmember Pinard and upon general consensus, Council supported focusing on development standards with specific direction to the Planning Commission and separating out zoning issues to be included with General Plan amendments. Councilmember Settle cautioned the Council and staff not to have too many regulations. Councilmembers Pinard & Rappa favored some of the things that other cities were doing (see Exhibit "D" - Comparisons With Other Jurisdictions). Upon question as to Cal Poly's growth plans, Doug Gerard, Dean of Students at Cal Poly, stated that in the relatively near future 800 full time equivalent students would be added to the campus. This should be discussed as to what degree this would impact the community. Secondly, lie stated they have to respond to the pressures to ,accept a share of what the anticipated growth within the California State University system will be. (The estimated growth of Cal Poly is seen as 17.00n FTE students over the next 13 years.) Upon question. Mr. Gerard stated that currently there are vacancies in the on- campus housing. Mayor Dunin opened it up for public comment. Cal Poly Student stated that one -half of the student population will never live on campus- -one year of living on campus is enough, and it's also a "dry" campus. The community will have to absorb the overflow because students prefer to live in single- family homes. Georze Moylan, Housing Authority Director, stated that he's always interested in housing of any kind and the need for elderly housing-is great. After brief discussion and upon general consensus, Council directed staff to begin implementation of the 15 recommended neat steps as discussed and modified tonight (Exhibit A). City Staff, ARC, Planning Commission and other agencies to review with report back to Council on or before .January 1989. COMMUNICATIONS COMM. 1. Staff directed to update the Council in writing regarding the status of the Court Street Project (File *435). COMM. 2. Councilmember Pinard expressed her concern regarding the removal of trees (15 mature trees in the last month). Staff directed to report back (File T505). COMM. 3. Councilmember Pinard expressed concern abuut the Water Quality Control Board claim against the City (closed session scheduled for May 31 to discuss this item). COMM. 4. Staff directed to report back regarding the air quality analysis concerning the EIR for the co- generation plant proposed in Monterey County north of Paso Robles. PUBLIC COMMENT PC -1. Charles Long read a prepared statement in support of Measure "D" on the June ballot regarding mobilehome rent control regulations and encouraged Council's support. At 5:52 p.m. Mayor Dunin adjourned the meeting to closed session to discuss pending litigation - City of San Luis Obispo vs. United States of America and the State of California concerning the transportation of rocket fuels through the City. 1 1 City Council Minutes Monday, May 23, 1988 - 4:00 P.M. Nine points of interest were visited: 1) the East end of Pradu Road 2) the East end of Suburban Road 3) Tank Farm Road at the edge of Tank Farm 4) Santa Fe Road in runway clear zo %e 5) Intersection of Santa Fe and Buckley Roads 6) Broad Street at Aerro Loop Drive 7) Broad Street at Industrial Way 3) Broad Street shopping center parking lot: and 9) the Garcia /Damien Ranch. ill
