Mike Multari. Community Development Director, reviewed the concept plan
and planning principles providing a variety of alternatives that Council
could look at (please see file #1154). Warren Hoague and Dana Lilly
representing the Richmond, Rossi and Montgomery, were available to answer
questions.
After considerable discussion, this item was continued to date certain,
Tuesday, September 20, 1988.
2. COURT STREET PROJECT STATUS REPORT (File #435)
Council heard a status report concerning the Court Street project
at 999 Monterey Street.
After discussion, this item directed to come back after staff and the
developer have reviewed and coordinated with the E.I.R. consultant,
submitted a complete planning application for the project, held
preliminary negotiations leading to a draft lease agreement between the
developer and the City, reviewed tenant marketing and preparation of a
draft retailing plan for City review and provided feasibility studies of
alternative downtown locations for offsite parking to serve the Court
Street center.
3. REPORT OF ACTIVITIES BY COUNCIL LIAISONS TO COUNTY REGIONAL
COMMITTEES /COMMISSIONS
Due to the lateness of the hour, the report of activities by Council
Liaisons to County Regional Committees and Commissions was continued to
the next available Council Study Session.

League of California Citie3 legislative resolutions to be discussed at the
next available Council meeting.
At 1:50 p.m., Council adjourned to closed session to discuss Police Labor
Negotiations.

Council, Mayor Dunin adjourned the meeting to Tuesday, September 13. 1988

1. LITTLE THEATRE SPACE ANALYSIS (File #1051)
Council considered possible sites for the Little Theatre.
Toby Ross, Assistant Administrative Officer, reviewed the agenda report
with the recommendation that Council consider the policy issues and
provide staff with direction as to which site Council would like staff to
further explore.
Mayor Dunin asked for public comment.
