recommendation of using the downtown property. Upon question, she stated
that her number one choice would be the Palm /Monterey Street site.
Ken Schwartz, 201 Buena Vista, spoke in support of the Little Theatre's
request.
After discussion, moved by Pinard /Settle (5 -0), to support the
Nipomo /Monterey St. site (the transmission site) for the purpose of
leasing a theatre for the Little Theatre.
Moved by Rappa /Reiss (5 -0), to direct staff to come back with a policy
statement for joint participation between the City and other interested
organizations.
2. PARAMEDIC PROGRAM (File #725)
Council considered upgrading the City's Emergency Medical Response to
paramedic service.
Mike Dolder, Fire Chief, reviewed the agenda report with a recommendation
that Council, after reviewing the history of the City's Emergency Medical
' Response, that they provide direction to staff in preparing a action
resolution for public review at the Council meeting of September 20, 1988.
After discussion, moved by Settle / Pinard (5 -0), to continue this to date
certain, September 20, 1988.
Mayor Dunin requested that staff also look at the possibility of
approaching the people, in an initiative form, for help in providing the
financial resources for such a paramedic program.
At 9:00 p.m., Mayor Dunin declared a recess. At 9:10 p.m., City Council
reconvened, all Councilmembers present.
P U B L I C C O M M E N T
P.C.1. Amy Becker, on behalf of Henrietta Smith, urged Council's
reconsideration of commercial zoning at 2231 S. Broad St. This was
referred to staff for a report.
3. MANAGEMENT/APPOINTED OFFICIALS COMPENSATION PLAN (File #622)
Council considered the 1988 -89 Management /Appointed Officials Compensation
Plan.
Due to the lateness of the hour, this item continued to Tuesday, September

4. PROJECT AND PROGRAM STATUS REPORTS
Council heard status reports on the following projects and programs:
PROJECTS:
A. City Facilities Needs Study (Ross /570)
B. Progress for New City /County Library (Romero /571)
C. Progress Report on Second Parking Structure (Romero /551)
D. Location of Third Parking Structure (Romero /551)
Council requested that a report, asking Alex Madonna, as to a possible
proposal for purchase of the Farmer's Hardware site be sent to Council.
E. Fire Training Facility (bolder /721)
PROGRAMS:
F. Vehicle Abatement (Gardiner /708)
G. Criterium /Triathlon (Stockton /1051/832)
H. Sidewalk Inspection Program (Romero /533)
I. Mobilehome Rent Stabilization Ordinance - Measure D (Picquet /428)
Council requested that a study session be scheduled to review the
Mobilehome Rent Stabilization Ordinance.
5. AMENDMENTS TO THE ADVISORY BODY HANDBOOK (File #121)
Council considered the Advisory Body Handbook.
John Dunn, City Administrative Officer, briefly reviewed the agenda report
with the recommendation that Council review and make their suggested
changes.
Council then reviewed the document on a page -by -page basis making a
variety of suggestions for changes.
Upon general consensus, this item was requested to come back as a consent
item with final changes having been made.
6. COUNCIL POLICIES AND PROCEDURES (File #113)
Due to the lateness of the hour, Council's review of the Council Policies
and Procedures Manual was continued to Tuesday, September 27, 1988.
7. MITCHELL PARK WALL (File #814)
Due to the lateness of the hour, this item was continued to Tuesday,
September 27, 1988.

Council, Mayor Dunin adjourned the meeting to Monday, September 19. 1988
at 12:00 Noon.
