Fire Chief Dolder appointed to the Solid Waste Commission and Councilwoman
Rappa appointed to the Hazardous Waste Commission, as recommended (5 -0).

Reports made. B. County Water Advisory Committee; Staff directed to give
a status report regarding the procedure the State is following concerning
the State Water Project and estimate as to when the E.I.R. will be
available. C. E.O.C; Staff was directed to provide clarification
regarding Council voting representation at E.O.C. meetings if they are the
alternate and whether or not the alternate has voting authority.
2. COUNCIL POLICIES AND PROCEDURES (File #113)
Council considered its policies and procedures (continued from 9/13/88).
John Dunn, City Administrative Officer, briefly reviewed the agenda report
with the recommendation that Council adopt the resolution approving the
policies and procedures as recommended.
Council then reviewed the procedures on a page -by -page basis making minor
amendments (please see File #113).
After discussion, moved by Rappa /Mayor Dunin (5 -0), to adopt Resolution
No. 6505 (1988 Series), approving the policies and procedures, as amended.

3. MITCHELL PARK WALL (File #814)
Status report was received on the replacement of the wall at Mitchell Park
(continued from 9/13/88).
Dave Romero, Public Works Director, briefly reviewed the report with the
recommendation that Council direct staff to proceed with the project as
expeditiously as possible.
After discussion, it was moved by Pinard /Settle (3 -2, Reiss and Mayor
Dunin voting no) to direct .staff to consider alternative proposals for
working drawings of a replacement structure at Mitchell Park.
4. MOBILEHOME RE_N1m STABILIZATIONS (File 4428)
The City Attorney reviewed the recent voter - approved Mobilehome Rent
Stabilization Ordinance (Measure D) and its impact on future applications
(continued from 9/13/88).
After review, report was ordered received and filed. Further, staff was
directed to prepare application forms for any type of mobilehome
increase /decrease proposal.
5. HIGUERA STREET ACCESS POLICIES (File #531)
Council considered a report by a Planning Commission and Architectural
Review Commission Subcommittee concerning policies regarding access on
Higuera Street between Marsh and Madonna (continued from 9/20/88).
Due to the lateness of the hour, this item was continued to the next
available Council meeting.
6. RESTROOM FACILITIES (File *815)
Council considered recommendations by the Parks and Recreation Commission
concerning the issue of City restroom facilities and the associated
problems with emphasis given on how to serve children (continued from
9/20/88).
Dave Romero, Public Works Director, briefly reviewed the agenda report
with the recommendation that Council accept the Parks and Recreation
Commission's recommendations and direct staff to implement the changes as
proposed.
After discussion, it was moved by Rappa /Pinard (3 -2, Reiss, Settle and
Mayor Dunin voting no), to accept the Park and Recreation Commission's
recommendations as submitted. Motion failed.
It was then moved by Mayor Dunin /Reiss (4 -1, Pinard voting no), to accept
the recommendation of the Park and Recreation Commission's items A and C
which was to increase monitoring, supervision and activity programming and
look at design standards for future facilities. Motion carried.

Moved by Mayor Dunin /Rappa (4 -1, Pinard voting no), to defer the Park and
Recreation Commission's recommendation No. B until the Parks Master Plan
is reviewed. Motion carried.
C O M M U N I C A T I O N S
COMM. i - Councilwoman Pinard expressed desire to review and amend street
tree policy to provide tree trimming by City crews rather than property
owners (letter received by Dolores Simon, Rose Ave.).
P.C. 1 - HOMELESS - Mr. Peabody stated he was opposed to the perceived
negativity expressed in the newspaper and by the Council regarding the
plight of the homeless.
9:55 p.m., there being no further business to come before the City
Council, Mayor Dunin adjourned the meeting. -,. %
