1D. Councilman Settle stated that the final League of California
resolutions from the annual league meeting were available for review.
2. FACILITIES MASTER PLAN (File =401)
Council considered the Master Plan for City Facilities, a capital
improvement plan to provide more operations space for various City
programs.
Toby Ross, Assistant City Administrative Officer, reviewed the agenda
report with the recommendation that Council: 1) accept the Overview and
Options phase of the Facilities Master Plan and provide direction on
development options: 2) direct staff to complete the Master Planning
phase of the Facilities Master Plan with limited technical assistance: and
3) authorize staff to proceed with design and archaeoioa_cal service for
City Hall expansion.
Councilwoman Rappa stated that she would like to see the City have a
"Acquisition Plan and a Plaster Facilities Plan." In the future, she would
prefer that any request for proposals go to Council first.
After brief discussion, and upon Council consensus that future RFP's be
submitted to Council for approval.
Councilman Settle stressed the need for.identifying financing that would
need to be.available for any type of plan such as this prior to asking for
Council approval.

After review and discussion, it was moved by Councilman Settle to support
staff's recommendations 1, 2 and 3 with a condition that some firanc =al
reporting be submitted for Council. Motion failed for lac'.t of a secnnd.
Moved by Settle /Rapoa (3 -1 -1, Pinard voting no, Dunin absent), to accept
the Overview and Options phase of the Facilities Master Plan with minor
word corrections submitted by Council. This would include staff's
economic evaluation of alternative solutions. Motion carried.
Moved by Settle /Reiss (4 -1, Dunin absent), to direct staff to complete the
Master Planning phase of the Facilities Master Plan with 1 -mlted technical
assistance and to authorize staff to proceed with schematic design,
archaeologic reconnaissance, and architectural planning services for City
Hall expansion. This does not include library demolition.
At 2:00 p.m., there being no further business to come before the City
Council. !savor Pro -Tem Rappa adjourned the meeting to Monday, November 14,
