Settle and Mayor Ron Dunin Absent: None City Staff Present: John Dunn, City Administrative Officer; Roger Picquet, City Attorney; Pam Voges, City Clerk; Toby Ross, Assistant City Administrative Officer; Bill Hetland, Public Utilities Director; Wendy George, Acting Personnel Director 11:30 a.m. City Council convened in Closed Session for the purpose of reviewing Personnel Matters. 12:20 p.m. City Council reconvened in Open Session. Vice -Mayor Rappa stated that the County Board of Supervisors would be holding a hearing on January 19, 1989 at 2:00 p.m. on the State Water Project and encouraged all members of the Council to be present. 1.D. Councilman Settle stated he had been appointed to the Budget and Revenue Committee of the League of California Cities. S.I. Council urged that a letter to be addressed to the County Board of Supervisors urging support that a review committee be continued for the evaluation and review of General Hospital needs. 2. COUNCIL SUBCOMMITTEE APPOINTMENTS (File x122) Consideration of Council Subcommittee assignments for Advisory Bodies to be held for a one -year period through December 31, 1989. 1 Moved by Settle / Pinard (5 -0) that the list prepared by the Mayor and Vice -Mayor be approved as recommended. Motion carried unanimously. 1 3. VICE -MAYOR APPOINTMENT Council considered the appointment of Vice -Mayor - term to expire December, 1989. Moved by Rappa /Reiss (4 -1, Settle voting no) to appoint Councilwoman Pinard as Vice -Mayor for a one -year term. Motion carried. Draft Council Minutes - Page 3 - Monday, December 12, 1988 - 11:30 a.m. Councilman Settle stated that prior policy direction would provide for the senior member, which he believed to be himself, would have been appointed for this position. C O M M U N I C A T I O N S Comm. 1 Staff directed to prepare a letter on behalf of the Council urging support to add Channel 15 to Sonic Cable TV. 1 301 City Council Minutes Page 3 December 12, 19 811 4 1, 11:30 A.M. Comm. 2 Staff directed to report back on a program for the purchasing and recycling of copier paper and the development of a recycling program. Comm. 3 Staff to prepare Christmas greeting to be published in the Telegram- Tribune from the City Council. At 12:45 p.m., City Council convened into Closed Session to review litigation matters.
