Staff directed to write letter recommending the County appoint Ron Dunin
and Wayne Peterson as members, and Peg Pinard and Dennis Cox as alternates

Consideration of the By -laws of the Association of California Cities
Allied with Prisons (ACCAP).
Councilman Settle expressed concern that this association could be
repetitive of one similar to the League of California Cities and requested
staff or Council to check with the League to be sure that the powers and
duties are separate (4 -0 -1, Mayor Dunin absent).

significant issues or actions taken by various County and Regional
Committees and Commissions they represent.
2. FINANCIAL SERVICES (File x221)
Bill Statler, Finance Director, reviewed the agenda report with the
recommendation that Council suggest any policy changes with respect to
' user fees. Staff would bring back a revised report at the next budget
session.

Council held a lengthy discussion as to how user fees should be reviewed
and looked at. Suggestions included: 1) 100% cost recovery of activities
where there is a repeat violation such as abandoned vehicles, fire alarms
and other nuisance calls; 2) a policy statement as to the role of city
government; 3) what is the role of the general fund ?: 4) consider ways of
reducing user fees by increased efficiency; 5) Council cautioned that
staff not recommend additional user fees in order to replace the tax
limitations previously that came about as part of Proposition 4;
6) Council did not support the golf course as an enterprise fund; 7) what
is the city's philosophy regarding user fees in relationship to community
benefit ?; and 8) review the fee structure in relationship to available
resources.
There being no further business to come before the City Council, Mayor
Dunin adjourned the meeting at 2:00 p.m.
