The Consent Agenda was approved on motion of Reiss / Rappa to approve the
consent calendar as recommended by the City Administrative Officer
(4 -0 -1), Councilman Settle absent.
C -1 URBAN STREAM RESTORATION PROGRAM (File #517)
Resolution Nos. 6579 and 6580 adopted endorsing and co- sponsoring
grant applications for creek education, study and restoration as
recommended.
C -2 STATE MEMBERSHIP DUES (File #122)
Council authorized dues in the amount of 5500.00 to support the
Association of California Cities Allied with Prisons, and staff directed
to remit to ACCAP as recommended (5 -0).

1. CIVIC IMPROVEMENT PROJECT (File $191)
Council considered conceptual approval of program alternatives for the
proposed Civic Center Improvement Project (continued from 1/3/89).
Toby Ross, Assistant Administrative Officer, briefly reviewed the agenda
report (File #191).
Fred Sweeny, the project architect, gave a lengthy presentation showing a
variety of models of how the proposed civic improvements could be
constructed that would utilize the lot adjacent to City Hall at the corner
of Morro and Palm Street and how those structures could be placed in the
back of City Hall as well.
Mayor Dunin asked for public comment.
Don Smith expressed concern that whatever additional facilities are
rebuilt that the Council take into account the Circulation Element and
how it relates to the downtown.
Melanie Billig expressed concerns as to the statistics that were used in
the report and that they did not seem to be consistant with some of what
she was hearing at the meeting.
After considerable discussion, Councilmembers agreed upon general
consensus that staff prepare a synopsis of the meeting highlighting the
various issues that were raised for review by the Planning Commission and
Architectural Review Commission. Staff also directed to bring this issue
back as quickly as possible (5 -0).
2. FINANCIAL SERVICES (File #221)
Review of revenue projections, format and policies for preparation of the
1990/1991 Financial Plan (continued from 1/9/89 and 2/14/89).
Due to the lateness of the hour this item was continued to Monday, March
13, 1989 at 12:10 P.M.
Their being no further business to come before the City Council, Mayor
Dunin adjourned the meeting at 2:10 P.M.
