CIRCULATION ELEMENT (File #462) Consideration and presentation by consultants of Phase I of the Circulation Element Study. Mike Multari, Community Development Director, briefly reviewed the agenda report with the recommendation that Council hear the presentation by the consultant, ask questions, and authorize Phase II of the report. Terry Sanville, Supervising Principal Planner, went through the agenda report (see file #462) stating that the consultant's work was divided into two phases: Phase I includes the assessment of the existing transportation conditions, traffic studies of the old town and Murray/ Broad Street neighborhoods and the downtown, assessment of future circulation deficiencies, and the development of City -wide computer forcasting model; Phase II will involve identifying and testing various alternatives for meeting future circulation needs, assessment of transportation management options, and the preparation of a draft circulation, EIR, and implementation plan. Councilman Settle arrived at 12:20 P.M. Councilwoman Rappa expressed similar concerns. , consultant with DRS and Associates, gave a lengthy presentation including slides explaining Phase I and the scope of the Phase II. At 1:30 P.M. Mayor Dunin declared a recess. At 1:40 P.M. the City Council convened, all Councilmembers present. Councilmembers commented on a variety of areas that they would like to see the Phase I study to have included, in that the data collection would be used for Phase II. Some of the issues identified were noise, pollution, survey of additional neighborhood areas for traffic and circulation impacts, response to staff concerns with the Phase I portion, and delineation of bike areas. At 2:00 p.m. Mayor Dunin left the meeting. Councilman Reiss expressed concern that in reviewing the written comments it was moved by Settle /Reiss (2 -2 -1) to continue there appeared to be an overwhelming number of reports submitted by 1 various staff members critical of the Phase I report. He questioned to six weeks and to authorize the consultant to proceed whether this was standard for a report such as this or whether the City the Circulation Study. Motion failed, Councilmembers was ready to go onto Phase II until some of these issues were addressed. Moved by Council- members Rappa/Settle (4 -0 -1) to continue discussion of the Phase I Circulation Element to come back with thirty days, Motion 1 carried, all ayes, Mayor Dunin absent. Absent: Penny Rappa City Staff Present: John Dunn, City Administrative Officer; Roger Picquet, City Attorney; Pam Voges, City Clerk; Michael Multari, Community Development Director; Dave Romero, Public Works Director; Toby Ross, Assistant Administrative Officer; Mike Dolder, Fire Chief; Jim Gardiner, Police Chief; Bill Hetland, Utilities Director. At 6:15 p.m. Mayor Ron Dunin convened the meeting and adjourned the Council to closed session to discuss personnel matters. City Council reconvened at 7:00 p.m. for the regular meeting. Mayor Dunin requested a moment of silence in memory of Larry and Helen McClave, Larry was a member of the Architectural Review Commission. P U B L I C C O M M E N T P. C. I. Dr. John Alexander expressed concern about the Draft Hazardous Waste Study and suggested mitigation measures. CONSENT AGENDA Moved by Settle / Pinard, to approve the Consent Calendar as recommended by the City Administrative Officer with the exceptions of C -3, C -10, and C -11 as noted, Motion carried unanimously, Councilwoman Rappa absent.
