COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET ROLL CALL Councilmembers Present: Vice -Mayor Peg Pinard, Councilmembers Penny Rappa, Jerry Reiss and Mayor Ron Dunin Absent: Councilmember Allen K. Settle City Staff Present: John Dunn, Administrative Officer; Pam Voges, City Clerk; Michael Multari, Community Development Director; Dave Romero, Public Works Director; Jim Gardiner, Police Chief; Wayne Peterson, City Engineer; Terry Sanville, Principal Planner; Vicki Finucane, Acting City Attorney; Barbara Lynch, Traffic Engineer STUDY SESSION 1. CIRCULATION ELEMENT (File ,#462) Council continued its discussion of the Phase I Circulation Element Study (continued from March 6, 1989). Michael Multari, Community Development Director, briefly reviewed the agenda report, with the recommendation that after the review of the current circulation goals and objectives, that staff be authorized to begin work on Phase II of the Circulation Study. The Council then reviewed each of the policies as found in Section 6, of the Phase I Report entitled Preliminary Transportation Goals, Policies and Programs, reaching consensus on the Vehicular Circulation section. They werr only able to complete the first issue entitled Vehicular Circulation, The,Coals Policies and. Program Development. At 8:45 p.m., Mayor Dunin declared a recess. 8:50 p.m. City Council reconvened, all Councilmembers present. Council stressed the need for the consultants and staff to bring back innovative.ideas for ways of de- emphasizing the automobile and emphasizing pedestrian circulation. After discussion, it was moved by Rappa/Dunin (3 -1 -1, Councilmember Pinard voting no, Councilmember Settle absent) to authorize Phase II of the Circulation Element. Staff and the consultants were directed to identify alternatives that addressed future circulation needs; evaluate circulation and land use alternatives using the computerized traffic model; evaluate transportation management options (including improvements to transit, bicycle transportation, car and van pooling, 407 E City Council Minutes Page 2 Tuesday, April 11, 1989 and other programs involving City area employers); prepare a draft Circulation Element and Environmental Impact Report for public review; and other issues identified this evening by Council; and bring back to the Council for consideration an expanded work scope to consider management programs in neighborhoods other than those identified in Phase I of the Circulation Element. Motion carried, Councilwoman Pinard voting no, Councilman Settle absent. At 9:45 p.m. Mayor Dunin adjourned the meeting to closed session to discuss personnel and litigation matters. 10:15 p.m., there being no further business to come before the City Council, Mayor Dunin adjourned the meeting.
