PUBLIC COMMENT
P.C.1. A request was received by Don Smith regarding an agenda item on
the Board of Supervisor's Meeting to be held on May 16, 1989, to consider
a General Plan amendment on Foothill Boulevard.
After brief discussion, moved by Pinard /Reiss to direct staff to request a
delay of an amendment to the San Luis Area Plan of the Land Use Element by
Support Group Networks (Cliff Branch) until city staff has had an
opportunity to review and comment. Motion carried (4 -0, Councilwoman
Rappa absent).
1. ANNUAL WORK PROGRAM (File No. 233)
Council considered and held general discussion on the three prior Annual
Work Programs and the 1989 -1990 Annual Work Program.
Bill Statler, Finance Director, reviewed the agenda report with the
recommendation that Council should make comments as appropriate and
continue this item for future budget sessions.
No action taken. Upon general consensus, this item continued to the next
Budget Study Session.
2. CITY'S APPROPRIATION LIMIT (File No. 234)
Council considered and reviewed the City's Appropriation Limit and the
implications of projected trends.
Bill Statler, Finance Director, reviewed the report. 1
After brief discussion, and upon general consensus, this item was received
and filed.

Comm. 1. Mayor Dunin requested Council reconsider the issue of allowing
water in the fountains in Mission Plaza and two other locations in the
city as requested by a letter recently received from Martha Schwartz.
After brief discussion, staff was directed to bring this item back at a
future Council meeting.
Comm. 2. Councilman Settle invited the Council to attend a news
conference sceduled for Thursday, May 18, 1989, at 10:00 a.m., on the
discussion of Offshore Oil.
1:40 p.m., there being no further business to come before the City
Council, Mayor Dunin adjourned the meeting. r ,

PUBLIC COMMENT
P.C.1.LaVerne Schneider, Marsh Street, expressed concern regarding what
she felt was excessive tow fees charged for disabled vehicles. She also
said she felt that the City's charge of $.10 per page for documents copied
' was too high.
Upon general consensus, staff was directed to report back.
