the agenda report and stated that the BIA had reviewed and raised concerns
as to when and where non - profit informational groups could set up their
booths. It was the BIA's recommendation that; 1) Council reinstate the
five dollar ($5.00) processing fee which would allow greater control over
applicants, 2) give the BIA staff direction and authority in the treatment
of groups displaying materials deemed objectionable for the norms of the
event in the community, 3) allow a specific number of spaces for
informational groups on Higuera Street, with the balance on Garden Street
- all on a rotating basis, and 4) that additional City Police support for
strong enforcement for already established rules and regulations be
implemented to augment the BIA staff efforts as necessary for proper
control of the activity.
Mayor Dunin asked for public comment.
