COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET ROLL CALL Present: Vice -Mayor Peg Pinard, Councilmembers Penny Rappa, Jerry Reiss, Allen K. Settle (2:45 p.m.) and Mayor Ron Dunin Absent: None City Staff: Present: John Dunn, City Administrative Officer; Kim Condon, Assistant City Clerk; Dave Romero, Public Works Director; Mike Dolder, Fire Chief; Jim Gardiner, Police Chief; Wayne Peterson, Engineer; Bill Statler, Finance Director; Ann McPike, Personnel Director; Mike Multari, Community Development Director, Jim Stockton, Recreation Director There was no public comment. 1989 -91 FINANCIAL PLAN 2. SIGNIFICANT NEW FINANCIAL POLICIES (File #233) Council continued its review of Significant New Financial Policies on Page 11 of the Executive Summary. (See Comprehensive Financial Management Plan 1989 -2000 for specific policies.) Bill Statler, Finance Director, summarized New Financial Policies, Capital Financing, Debt Management, and reviewed the Gann Appropriation Policies. Lengthy general discussion was held. (Please see File No. 233 and tapes for specific comments.) 3. MANAGEMENT TEAM OBJECTIVES (FILE #233) 1 Ann McPike, Personnel Director, gave a summary of new Human Resource Management Policies including productivity review and contracting for services.
