Councilman Reiss stepped down due to a possible conflict of interest. 1:40 p.m. City Council reconvened, all Councilmembers present. 1 1989 -91 FINANCIAL PLAN 1. COUNCIL ANNUAL WORK PROGRAM (File No. 233) Continued review and consideration of the Council Annual Work Program (continued from 5/30/89, 6/5/89 and 6/12/89). Council continued its discussion of the 1989 -91 Financial Plan. 2. OPERATING PROGRAM REVIEW Review and consideration of the City's operating Program (continued from 5/24/89 and 5/25/89) Council continued its review of the Draft 1989 -91 City Council Work Program reaching consensus of each program page by page (see File No. 233 Workbook for specific amendments). 3:15 p.m. to 3:30 p.m. Council took a 15 minute break.
