HomeMy WebLinkAbout08/07/1989E City Council Minutes Page 2 Monday, August 7, 1989 - 12:10 p.m. C -1 AUTO PARR WAY PROJECT Resolution No. 6662 (5 -0.) adopted authorizing the City Administrative Officer to award a contract to relocate the carbon filtration units from Auto Park Way Circle at a cost not to exceed $70,000 as recommended. C -2 CONTRACTOR SUBSTITUTION Resolution No. 6670 (5 -0) adopted approving Madonna Construction to substitute itself for Regional Steel to perform work on parking structure #2 (Marsh Street). STUDY SESSION 1. CIRCULATION ELEMENT (File No. 462) Council discussed strategies for proceeding with Phase II of the Circulation Studies and reviewed the Draft Transportation Survey. Terry Sanville, Principal Planner, reviewed the agenda report and outlined the two strategies for proceeding with the Circulation Studies; the current etrategy involving preparation of the Circulation Element and EIR followed by detailed implementation studies, and the Alternative Strategy, involving parallel work to complete the Circulation Element and detailed implementation studies. He explained that the current strategy calls for separate EIR's to be prepared for the Land Use and Circulation elements, while the alternative strategy would provide a master EIR for evaluation of both the Land and Circulation Elements. The timeline for either strategy would be about the same. After additional discussion by Council, it was moved by Pinard /Settle (5 -0) to direct staff to proceed with the Alternative Strategy to complete Phase II of the Circulation Studies. Staff was also directed to return with revised consultant contracts for appropriate work components. Motion carried. The Council then reviewed the Draft Transportation Survey. They offered suggestions on how to make the survey more effective such as not identifying the purpose of the survey at the beginning, but rather at the end. Mike Kennedy, DRS Associates, hoped the survey could be constructed so that the responses given are not what people think they should say, but what practical.and realistic changes they would actually be willing to make if given the opportunity. Council discussed adding a questions concerning separating bicycle lanes from traffic and the need to distinguish between recreational users, bicycle enthusiasts and bicycle commuters.. James Merkel, Alternative Transportation Task Force, explained that racing bicyclists do not want to ride on paths off the roads but prefer to ride with 1 n City Council Minutes Monday, August 7, 1989 12:10 p.m. Page 3 traffic and, therefore, would not prefer separate bike lanes. However, he advocated a need for both on- and off - street bike routes. John Dunn, City Administrative Officer, said he would recruit a professional survey -taker to look the transportaton survey over and Council supported this idea. Councilwoman Rappa supported the survey and said she would like to include the question, "How would City and County employees commute to and from work. Upon general consensus, Council directed staff to draft the amendments suggested today, consult with a professional survey - taker, and prepare a Draft Transportation Survey for release in the fall of 1989. Comm. 1. - WATER OUALITY John Dunn, City Administrative Officer, updated Council on complaints received over the weekend from neighbors in the Meadow Park area about water quality, specifically a strange odor. He explained that the Mayor had also received calls over the weekend about the water. Mayor Dunin requested that a chain of command be formed so that in the future he is aware of such problems before he begins to get calls. Bill Hetland, Utilities Director, said that as reservoir levels drop due to the drought, algae forms and can cause the water to have a peculiar odor but is still safe. Councilwoman Rappa suggested that we should look at improving public relations outside of a crisis. Vice Mayor Pinard said she thought a newspaper ad or public service radio announcement would be a good idea. This would inform the public that the water problem is quite typical during the spring and summer months, not harmful, and that the water quality is tested weekly. All Councilmembers agreed that this would be an effective way to educate residents and staff was directed to prepare announcements. 1:20 p.m., City Council adjourned to closed session to discuss possible litigation (Marsh Street Parking Structure). 2:00 p.m., City Council adjourned to the City /County Library for a district briefing with Senator Kenneth Maddy.
