COUNCIL LIAISON REPORTS
There were no Council Liaison Reports.
PUBLIC HEARINGS
3:15 PM Mayor Pinard left the Chambers; Vice -Mayor Settle conducted the remainder of the meeting.
2. TENTATIVE MAP - TRACT 2154 (File No. 410)
A public hearing was scheduled to consider amendments to the Zoning Regulations to simplify
processing, add and change definitions, clarify wording and format, and make minor changes to the
development standards; City of San Luis Obispo, applicant (continued from 3/8/94 and 4/5/94).
The applicant requested a continuance to April 19, 1994.
Moved by Rappa /Romero to continue this item to April 19, 1994 at applicant's request; motion carried
(4 -0-1, Mayor Pinard absent).
3. ZONING TEXT AMENDMENTS ORDINANCE (File No. 463)
Council held a public hearing to consider amendments to the Zoning Regulations to simplify
processing, add and change definitions, clarify wording and format, and make minor changes to the
development standards; City of San Luis Obispo, applicant (continued from 3/8/94 and 4/5/94).
Arnold Jonas, Community Development Director, reviewed the proposal.
Vice Mayor Settle declared the public hearing open.
No one spoke for or against the item.
Vice Mayor Settle declared the public hearing closed.
Council discussed notification and public participation, impacts on various land uses, and
administrative hearing procedures.
Moved by Rapoa /Romero to introduce to print Ordinance No. 1260 amending page 2 -20 to add clause
"on business tax certificates° in Section 17.08.090 (B); motion carried (4 -0-1, Mayor Pinard absent).
COMMUNICATIONS
COMM.1. Council Member Roalman requested staff bring Ramona Drive traffic calming back to
Council on May 24, 1994 (consensus).
COMM.2. Council Member Roalman requested reimbursement for Library volunteers parking int
he City's parking structure (consensus not reached).
COMM.3. Council Member Roalman requested a resolution be brought to Council opposing the
Mobile Home rent initiative (consensus).

COMM.4. Council Member Rapoa requested selection of Air Pollution Control District Board by
July 1, 1994 (consensus).
COMM.S. Council Member Raooa requested staff investigate County's actions relating to Sunny
Acres (consensus).
BUSINESS ITEMS
4. RECREATION OFFICE BUILDING AT EMERSON SCHOOL SITE (File No. 94 -13A)
Council considered a "Project Plan for Development of a Recreation Office Building" at the Emerson
School site and a Request for Proposals, Specification No. 94 -13A, to design the building.
Mike McCluskey, Public Works Director, described the citizen input process.
Moved by Romero /Roalman to 1) approve the project plan, and 2) authorize staff to distribute the
Request for Proposals, Specification No. 94 -13A; motion carried (4 -0-1, Mayor Pinard absent).
5. TROLLEY POLICY EXCEPTION (File No. 549)
Council considered trolley policy exception requests from the La Fiesta Parade and the Train
Centennial
Mike McCluskey, Public Works Director, reviewed the various requests for use of the trolley.
Loren Nicholson, 156 Del Norte, described the proposed utilization of the trolley during the Centennial
Railroad Celebration.
Moved by Roalman /Romero to modify the policy to allow trolley use for the Centennial Railroad
Celebration (no fee, and sponsor must provide insurance); motion carried (4 -0-1, Mayor Pinard
absent).
Moved by Romero /Settle to modify the policy to allow trolley use for the La Fiesta Parade (no fee, and
sponsor must provide insurance); motion carried (3 -1 -1, Council Member Roalman voting no and
Mayor Pinard absent).
Council discussed the Elks Lodge request for the use of the trolley; no consensus was reached.
S. LOCAL AREA FORMATION COMMISSION (LAFCo MEETING)
Council considered a presentation to be made at the April 20, 1994 Local Area Formation Commission
(LAFCo) Meeting.
John Dunn, City Administrative Officer, reviewed the forthcoming LAFCo meeting.
Keith Gurnee, San Luis Obispo, stated LAFCo needed to hear something different than previous
meetings. 1

Council discussed the recommendations of Angus McDonald, and reached consensus to place the
Item on the agenda for 4/19 (general consent).
7. COUNCIL COMPENSATION (File No. 313)
Council considered amending the Council Compensation Policy.
(Note: Item #7 was taken out of order with all Council Members present)
Ann Slate, Personnel Director, reviewed the process of the Council Compensation Committee.
Lynn Cooper, Vice -Chair of the Council Compensation Committee, discussed the committees
recommendations.
Council discussed inequities in the recommendation and benefit option, reimbursable expenses, and
the ability for low-income persons to serve on the Council.
Moved by Pinard/Roalman to leave the current Council compensation as it is, reduce reimbursable
expenses at the Council Compensation Committee's recommendations, and allow any Council
Member to donate or not utilize portions of the package; motion carried (3-2, Council Member Rappa
and Romero voting no).
Moved by Roalman /Raaoa to direct staff to set policy so that Council Members can choose to not be
compensated; motion carried (5-0).
Council discussed reimbursement for childcare expenses.
4:40 PM there being no further business to come before the City Council, Vice -Mayor Settle adjourned
the meetina.
