1. HOUSING ELEMENT (File #462)
Council held a public hearing to consider revising the General Plan
Housing Element; City of San Luis Obispo, applicant (continued from
1- 21 -86, 2 -11 -86 and 3- 10 -86).
Glen Matteson, Associate Planner, reviewed the Housing Element with the
recommendation that Council adopt the resolution which would approve the
Element as revised.
After Council questions, Mayor Dunin declared the public hearing open.
Rose McReen supported inclusion of mobilehome development as part of the
document.
Mayor Dunin declared the public hearing closed.
Councilman Griffin stated that he could support the document and he wanted
the Planning Commission, Housing Authority and staff to assure that these
programs would go forward and that the policies would be implemented. He
requested that the record reflect the objectives outlined in his
memorandum dated December 17, 1985, which would provide the ten components
to the housing element consisting of: 1) a comprehensive resolution
adopting the revised housing element & action program; 2) a detailed table
of contents; 3) a descriptive Introduction page; 4 -10) seven substantive
sections entitled Housing Goals and Policies; Household Needs
Identification; Government Constraints to Housing Production and
Affordable Housing; Non - government Constraints to Housing Production;
Energy Conservation: Action Programs and Quantifiable Objectives; and
Appendices.
He also wanted the record to reflect comments by Planning Commissioner
Richard Schmidt of his memo dated December 26, 1985, which stated that he
shared frustration with the staff version, and felt it was both timid and
passive. He proposed a long list of changes within the existing format
and the Planning Commission had adopted most of them. He would like
Council to review some of the others as well.
After discussion, moved by Rappa /Settle (4 -0 -1, Dovey absent) Resolution
No. 5982 (1986 Series), was adopted approving the revised Housing Element
as recommended.
Moved by Griffin /Dunin (4 -0 -1, Dovey absent), to request that the staff,
Planning Commission and Housing Authority, in keeping with the 31 action
programs specified in the Housing Element, develop and recommend to the
