Council convened in open session to report that evaluations had been completed.
11:10 a.m. There being no further business to come before the City Council, Mayor Settle
' adjourned the meeting to Tuesday, March 25, 1997 at 7:00 p.m. in the Community Room of the
City/County Library, 995 Palm Street.

PRESENTATIONS
BIA Beautification Awards — Deborah Holley, BIA Administrator, introduced Marshall Ochvlski,
Landplans owner, who presented a brief history of the awards and the eligibility requirements.

Council members presented awards for Best New Construction /Remodel (Interior and Exterior),
Maintenance, Window Merchandising, Interior Merchandising and Specialty Decorating. Mr.
Ochylski presented the Chairman's Award, and Mayor Settle presented the Mayor's Award and a
proclamation of appreciation to Mr. Ochylski.
CONSENT AGENDA
Cl. SOLID WASTE FRANCHISE (File No. 146)
Council considered giving final passage to an ordinance granting a fifteen year solid waste
collection and disposal franchise to San Luis Garbage Company. (Continued from 3/4/97.)
Moved by Romero/Williams to give final passage to Ordinance No. 1319; motion carried ( 4 -1,
Roalman opposed).
PUBLIC COMMENT PERIOD
PC1. Ray Belknap, Land Conservancy, stated the Land Conservancy is holding a public
meeting to take public comments regarding proposed projects for San Luis Creek. He
announced a tree planting for the creek on April 19"'.
APPOINTMENTS
Al. HUMAN RELATIONS COMMISSION (File No. 123)
Council considered reappointing Randy Baudendistel and Marion Wolff to one -year terms to
expire on 3131/98.
Moved by Romero/Williams to approve appointments; motion carried (5 -0).
A2. TREE COMMITTEE (File No. 123)
Council considered reappointing Barbara Murphy to a three -year term to expire 3/31/2000, and
appointing Steve Caminiti to a two -year term to expire 3/31/99, and Michelle Hull to an unexpired
term to end 3/31/98.
Moved by Romero /Settle to approve appointments and thank Jeff Ferber and Eva Vigil for their
service to the committee; motion carried (5-0 ).
CLOSED SESSION ANNOUNCEMENT
City Attorney Jorgensen stated that a closed session was held at 8:00 this morning regarding:

COUNCIL LIAISON REPORTS
CLR1. There were no reports.
COMMUNICATIONS
Comm1. Mayor Settle stated that he had sent correspondence to Camp San Luis, regarding a
proposal to use the military site as temporary student housing.
Comm2. Mayor Settle noted that the meeting between the San Luis Obispo County Cities has
been rescheduled for June 5'h.
PUBLIC HEARINGS
1. WATER REUSE PROJECT (File No. 517)
Council held a public hearing to consider certification of the Final Environmental Impact Report
for the Water Reuse Project (formerly known as the Water Reclamation Project)
Utilities Director Moss presented the staff report presenting details of the project and outlining
mitigation measures.
Wastewater Reclamation Coordinator Pierce presented a detailed project description as
addressed by the EIR. He outlined the uses for the reclaimed water, and a summary of the
project schedule. He explained the potential impacts down stream and summarized two previous
environmental studies. Details of identified impacts to biological resources were presented.
' Mayor Settle opened the public hearing.
Paul Cleveland, 1321 Price Street, Pismo Beach, SLO Creek Steelhead Trout author, stated that
the water reuse project would cause the trout population to decline and the mitigation plan is .
unacceptable. He stated that he will protest to the State Water Control Board if the EIR is
certified as is .
Ray Belknap, 743 Pacific SW, Land Conservancy, said that the Land Conservancy Board has not
taken a stance. He asked the Council to address the management issue and suggested
incorporating flexibility into the plan so additional water could be released down stream during a
severe drought.
Phil Ashley, SLO, stated that releasing 1.7 cubic feet of water per second is not enough to
maintain habitat for in stream flows. He asked Council to delay their decision, and asked that at
least 2.75 cubic feet of water per second be released.
Bill Thoma, Chamber of Commerce, spoke in support of the EIR and urged certification, because
there is a need for the water.
Pat Veesart . SLO Resident, Sierra Club Chair, stated that the water release should be 3.0 cubic
feet per second. He said he generally supports the project, but fears that water reuse may
increase the demand for irrigation.
Bill Lamdue. California Sport Fishing Alliance, voiced concerns regarding a decrease in the fish
population and asked that water be released at a rate of at least 2 cubic feet per second.
Mayor Settle closed the public hearing.
' After discussion, moved by Smith/Romero to adopt Resolution No. 8643 certifying that the EIR
for the Water Reuse Project is adequate; motion carried (4- 1,Roalman opposed).
There being no further business to come before the City Council, Mayor Settle adjourned the
meeting at 10:25 p.m. to Tuesday, April 1, 1997 at 3:00 p.m. in the Council Chamber, 990 Palm
Street, San Luis Obispo.
