ADJOURNED REGULAR MEETING OF THE CITY COUNCIL

COUNCIL LIAISON REPORTS
There were no reports.
STUDY SESSION
1. PUBLIC WORKS DEPARTMENT WORKLOAD AND RESOURCES (File No. 101 -09)
Council considered and reviewed Public Works Department workload and resources.
CAO Dunn introduced the item, giving a brief history. Public Works Director McCluskey
reviewed the overall departmental workload and outlined emerging problems.
Administrative Analyst Elliott presented an analysis of the level of CIP compared to the
number of design engineers, and reviewed the productivity of the City's engineers as
compared to other cities.
Council Member Roalman arrived at 11:50 a.m.
Staff presented a comparison of the value of projects assigned to the department with the
inspection capacity, as well as clerical capacity.
Cindi Kirchhoff, Ralph Anderson & Associates, outlined the process used to conduct the
study, including data collection, analysis and report preparation. She reviewed the
findings, and recommended the addition of staff to handle ongoing projects.

Staff presented possible alternatives to the re commendation, such as increasing
production capacity, reducing the annual CIP, accepting the growing backlog, or some
combination.
Council discussed the staffing reductions which were made in 1992 and their relationship
to the current backlog of routine maintenance, and the advantages of using in -house staff
for those projects and consultants for specialized projects. Council Members expressed
concern about the amount of staff time directed.-at individual citizen requests.
By consensus, Council unanimously supported, in concept, the addition of positions in the
Public Works Department, and asked staff to bring back specific recommendations for
strengthening the department's capacity to address complex policy issues, in the context
of the 1998 -99 budget
Vice Mayor Smith excused herself from the meeting at 1:00 p.m.
By consensus, Council directed staff to bring back for their consideration alternatives on
how to prioritize individual citizen requests.
None.
Mayor Settle adjourned at 1:15 p.m. to a closed session.

At 1:30 p.m. Mayor Settle declared a recess to convene in open session, where City Attorney
Jorgensen reported that no action was taken in closed session.
There being no further business to come before the City Council, Mayor Settle adjourned the
meeting at 1:32 p.m. to Tuesday, May 5, 1998 at 6:00 p.m. in the Council Chamber, 990 Palm
Street, San Luis Obispo.
