SPECIAL MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
THURSDAY, FEBRUARY 25, 1999 - 9:30 A.M.
COUNCIL HEARING ROOM, 990 PALM STREET
SAN LUIS OBISPO, CALIFORNIA
TOUR OF THE ADOBES AND CAL POLY ARCHAEOLOGY LAB
The Mayor and all members of the City Council met at 9:30 a.m. for the purpose of taking a
tour of the following: Rodriguez Adobe located at the end of Brookpine, La Loma Adobe
located at 1590 Lizzie Street, Butron de Canet Adobe located at 466 Dana Street, and the
archaeological lab located at Cal Poly. All members of the Council were present. Adobe
tour leaders included the following members of the Board of directors of Las Casas de
Adobe, Betsy Bertrando, Luther Bertrando, Dean Miller and Bob Vessely. Leading the tour
of the lab was Dr. John Parker, archaeologist. The tour concluded at 12:00 noon and at that
time a recess was called.
SPECIAL MEETING
At 12:30 p.m., the Mayor called to order a special meeting for the purpose of considering
recommendations by staff regarding Year 2000 compliance and the budget at mid -year.

LeSage, Parks and Recreation Director, Wendy George, Assistant to
the CAD; and Teri Maa, Information Systems Manager
PUBLIC COMMENT
Peggy Koteen, Angie King, Hank Alberts, Laura Hutson, Marian Schaeffer and Rachel
Hervey individually urged the Council to terminate the City's lease agreement with the Boy
Scouts of America (BSA) because of discrimination practices of the BSA.
Bill Mueller, of Los Osos, asked the Council to consider county-wide ramifications of Y2k.

Finance Director Statier presented the staff report and recommendations. Brief Council
questions followed.
Public Comments:
Pat Hodges summarized some of the steps PG&E has taken to prepare for the event and
address critical systems in the western grid, including a formal inventory and assessment
process, remediation and testing, back -up plans and contingency operating systems.
Don Pimentel. Member of the San Luis Obispo County Y2k Action Alliance, spoke in
support of the City's acquisition of generators as soon as possible.
David Braun said he also supports the purchase of generators at this juncture and is glad
the City is taking a pro -active state.
Bob Banner proposed that the City participate in community awareness and education
efforts to help get the word out to neighborhoods. He observed that the American Red
Cross brochure regarding this matter is very informative.
Ruth Holden, Member of the San Luis Obispo County Y2k Action Alliance, commented that
preparedness reduces panic.

ACTION: Moved by Romero /Ewan to adopt the Year 2000 Master Plan and approve
funding in the amount of $207,000 for Y2K disaster preparedness and response
resources as part of the mid -year budget review; motion carried 5:0.
2. MID YEAR BUDGET REVIEW 1998 -99. (File No. 410 -03)
Finance Director Statler provided the staff report and recommendations. Brief Council
questions followed. There were no comments from the public.
ACTION: Moved by Marx/Schwartz to approve the mid -year budget requests for
operating programs and capital improvement plan (CIP) projects totaling $1,147,300;
motion carried 5:0.
There being no further business to come before the City Council, Mayor Settle adjourned the
meeting at 2:15 p.m. to Tuesday, March 2,1999 at 7:00 p.m. in the Council Chamber, 990 Palm
