COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members Present: Council Members Jan Howell Marx, Christine Mulholland, Vice Mayor John Ewan, and Mayor Allen K. Settle Absent: Council Member Ken Schwartz City Staff: Present: Ken Hampian, City Administrative Officer; Jeff Jorgensen, City Attorney; Lee Price, City Clerk; Wendy George, Assistant City Administrative Officer; John Mandeville, Community Development Director; Bill Statler, Finance Director; Ann Slate, Human Resourceq Director; Dan Blanke, Police Captain; Bob Neumann, Fire Chief; John Moss, Utilities Director; Tim Bochum, Deputy Public Works Director; Jay Walter, Deputy Director of Public Works/City Engineer; Paul ' LeSage, Parks and Recreation Director; Betsy DeJamette, Assistant to the City Administrative Officer; Michael Draze, Deputy Director of Community Development/Long Range Planning; Linda Asprion, Revenue Manager; and Carolyn Dominquez, Accounting Manager PUBLIC COMMENT The following Individuals urged the Council to develop a strategy for dealing with misbehavior, inappropriate use of restroom facilities, and possible criminal activities by individuals who are congregating on the street and sidewalk near the new restroom facilities at Parking Lot No. 2 in the downtown: Mike Spangler, 664 Marsh Street Ronnie French, 3942 Hollyhock Way John French, 3942 Hollyhock Way Richard Ferris. Cheap Thrills owner Jim Kerber, Jim's Import Auto Parts owner Deborah Holley, Downtown Association Administrator City Administrative Officer Hampian reported that a task force has been assembled and ideas for addressing the issues are being developed for immediate implementation. Co- chairperson of the Chamber of Commerce Seismic Task Force, Carl Dudley; First Presbyterian Church Historical Sanctuary Retrofit Committee Member; Deborah Hollev, Downtown Association Administrator; and Patricia Wilmore, Chamber of Commerce Governmental Affairs Officer, asked Council not to defer funds allocated for seismic retrofit of unreinforced masonry buildings. Downtown Association Administrator, proposed a sponsorship program for historic street lighting in the downtown, similar to the Adopt -A -Bench Program. Council directed staff to consider the proposal and report back BUSINESS ITEM 1. 2001 -2002 MID -YEAR BUDGET REVIEW. City Administrative Officer Hampian and Finance Director Statler presented an in -depth staff report highlighting the City's current financial condition, mid -year budget requests, and Capital Improvement Projects (CIP). Council discussed possible CIP candidates for deferral. Council supported removing from the list of "Capital Improvement Project (CIP) Deferral Candidates in 2002 -03" grant funding for the unreinforced masonry (URM) projects. Patricia Wilmore. Chamber of Commerce Governmental Affairs Officer, suggested the City review the program annually. Council concurred and directed staff to return with a written report no later than the end of the fiscal year. Lengthy Council questions and discussion ensued. Assistant City Administrative Officer George provided a summary of the status of Major City Goals. Council questions and discussion followed. None ACTION: Moved by Ewan/Mulholland to: 1) Approve the mid -year budget requests totaling $20,000. 2) Remove from the list of "Capital Improvement Project (CIP) Deferral Candidates in 2002 -03" grant funding for the unreinforced masonry (URM) projects (list on file in the Office of the City Clerk in the Mid -Year Budget Review for the 2001-03 Financal Plan); motion carried 4:0, Schwartz absent. COUNCIL LIAISON REPORTS Vice Mayor Marx and Council Member Ewan presented a status report on the Dalidio Property Council Subcommittee. Council Member Mulholland gave an update on the February 25, 2002 Tree Committee meeting. Vice Mayor Marx reported on the February 13, 2002 Zone 9 meeting. She asked Council to direct staff to prepare a letter of support and a resolution endorsing application for an Urban Streams Restoration Grant for the Andrews Property Stream Restoration Project. Council so directed. Council Member Ewan reviewed the February 21, 2002 meeting of the Economic Opportunity Commission. 1 1 1 L City Council Meeting Page 3 Tuesday, February 26, 2002 - 7:00 p.m. Council Member Ewan delivered an overview of the February 13, 2002 Performing Arts Center (PAC) Facilities Committee meeting. Vice Mayor Marx summarized the February 21, 2002 Student Community Liaison Committee (SCLC) meeting. There being no further business to come before the City Council, Mayor Settle adjourned the meeting at 9:35 p.m. to Friday, March 1, 2002 at 2:30 p.m. in the Council Hearing Room, 990 Palm Street.
