COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA Council Members Present: Council Members John Ewan, Ken Schwartz, Vice Mayor Christine Mulholland and Mayor Dave Romero Absent: Council Member Allen K. Settle cta= Warde_ Associate Editor of the New Times, inquired as to the legal grounds for conducting the Closed Session. Acting Cu y Attorney Truyilln responded by making the closed session announcement, as follows: CONFERENCE WITH LFnAL COUNSEL - Anticipated Litigation Initiation of Litigation, Pursuant to Government Code § 54956.9(c) ' 3 Cases: People v. Donovan Lee NoRunner, Case No. M331236 People v. D. Craig Steffens, Case No. M332854 People v. D. Craig Steffens, Case No. M332446 At 1:50 p.m., the City Council reconvened in open session. Acting C& Attorney Trgjjllo announced the closed session was conducted and that the Council voted 4:0 to direct staff to not appeal the NoRunner order and to not intervene in the Steffens cases. COMMUNICATIONS Veep Mayor Mulholland recommended that the Council direct staff to prepare guidelines for the implementation of Prop 215 (Legal medical use of marijuana). Brief discussion ensued and the Council agreed that the focus of any policy should be on how the Police Department can effectively deal with the legal use of medical marijuana. Council directed Police Chief Linden to conduct relevant research, including defining the problem, examining how other cities deal with the issue, and what options are available to the City that are not in conflict with the City's Charter and other laws, and report back within 60 days in the form of a memorandum to the Council.
