SPECIAL BUDGET MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
THURSDAY, MAY 22, 2003 - 7:00 P.M.

Present: Council Members John Ewan, Ken Schwartz, Allen K. Settle,
and Mayor Dave Romero
Absent: Vice Mayor Christine Mulholland
City Staff:
Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City
Attorney; Department Heads, Managers and Fiscal Officers
PRELIMINARY 2003 -2005 FINANCIAL PLAN
CAO Hampian and Finance Director Statler presented an overview of the preliminary
Financial Plan.
Public Comments:
Gary Fowler, 777 Mill Street, offered various suggestions for cost savings.
Mary Beth Schroeder, 2085 Wilding Lane, criticized the Council for overspending and doing
things unnecessarily and urged the Council to provide seniors with a senior center.

Mayor Romero called a break at 8:12 p.m. The meeting resumed at 8:25 p.m.
Staff provided highlights of the General Fund Operating programs and responded to
Council questions.
There being no further business to come before the City Council, Mavor Romerb adjourned
the meeting at 10:20 p.m. to Tuesday, May 27, 2003 at 7: p.m. i the C 'uncil hamber, 990
Palm Street, San Luis Obispo.
