' SPECIAL BUDGET MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
TUESDAY, MAY 27, 2003 - 7:00 P.M.

' 1. PRELIMINARY 2003 -2005 FINANCIAL PLAN.
Finance Director Statler presented the introduction. There were no public comments.
Department Heads provided a brief summary of capital improvement projects and
responded to questions from the Council. Deborah Holley, Downtown Association,
provided a brief overview of the Downtown Association budget.
Mayor Romero voiced objections to using the Parking Fund, in part, to pay for a traffic
signal at Broad and Pismo Streets. He also expressed disagreement with the use of traffic
impact fees for pedestrian/bicycle paths associated with the Railroad Safety Trail. He noted
that in both projects, he wished that there were other resources to pay for those
Improvements. He also objected to the crosswalk tight installation on Higuera at Garden
Street, expressed a desire to see a downtown tree maintenance/replacement program and
voiced concerns about replacing City vehicles too soon.
Vice Mayor Mulholland, who was absent on May 22nd, asked brief questions relating to the
draft financial plan.
There being no further business to come before the City Council, Ma o Ro ero adjourned
