DISCUSSION REGARDING REVIEW OF FISCAL IMPACT ANALYSES OF THE PROPOSED SAN LUIS MARKETPLACE PROJECT. 1 Council Member Settle recused due to a conflict of Interest, and left the Council Chamber. Economic Development Manager Stanwvck introduced consultants Allan Kotin, Allan D. Kotin and Associates, and Jerry Keyser, Keyser Marston Associates, Inc., who reviewed the main points of their fiscal impact analyses (on file in the City Clerk's Office). After the review, Mr. Kotin and Mr. Keyser each gave a rebuttal. Assistant. CAO George gave a presentation on the proposed Downtown Seismic Retrofit Ordinance. Council questions and discussion ensued. Public Comment Mary Beth Schroeder. San Luis Obispo, asked Council to preserve the Downtown. Bill Bird, Project Developer, Glendora, stated that there will never be a Wal Mart in San Luis Marketplace, and that no theatres were included in the project to avoid competition with Downtown theatres. He stated that he would maintain ownership of San Luis Marketplace. Tom Jirovsky, Sedway Group, Los Angeles, Economist for Mr. Bird, highlighted points he made in the letter he submitted to the Council (on file in the City Clerk's Office). He stated that Downtown is a place of entertainment, whereas San Luis Marketplace is designed for fast, convenient, drive -up shopping. San Luis Marketplace will help stop the sales tax leakage out of the area. Also, new retail helps to keep shopping areas vital. City Council Meeting Page 2 Monday, June 28, 2004,7:00 p.m. Deborah Cash, Downtown Association Administrator, submitted a list of questions from the Downtown Association membership to be answered by the consultants and staff (on file in the City Clerk's Office). She stressed the importance of maintaining the vitality of the Downtown. Also, she stated that the Downtown Association Strategic Plan is now in conflict with the City's consideration of this project. Mayor Romero called a break at 9.08 p.m. The meeting was reconvened at 9.20 p.m. Gary Fowler, San Luis Obispo, stated that seismic retrofitting buildings in the Downtown will result in increases in leases and, combined with problems associated with parking, parking meters, trash pick up, and service deliveries, will further negatively affect Downtown business owners. He likes the idea of theatres at San Luis Marketplace, as some Downtown theatres are run down. He stated that special events result in reduced sales Downtown. Kathie Haley. San Luis Obispo, shared comments made by other citizens in support of San Luis Marketplace. Jennifer Blomfield, San Luis Obispo, asked Council to preserve the Downtown shopping experience as a form of entertainment for many. She expressed frustration with pedestrian circulation at Madonna Plaza and SLO Promenade. David Booker, San Luis Obispo, requested more studies be done on absorption of sales from Downtown. Chris Komblatt, San Luis Obispo, stated that Downtown is a place where people like to congregate, and that the big box/cookie cutter stores will have a negative impact on that. Bob Seeley, San Luis Obispo, stated that it took many years for Santa Monica 3rd Street Promenade to recover from a large shopping center built there, and he hopes this will not happen in San Luis Obispo. Kathi Main, San Luis Obispo, asked Council to consider how other downtowns in the county faired with large shopping centers on the periphery, and if there is a plan should San Luis Marketplace fail. Frank Merson, San Luis Obispo, expressed concern about the possible loss of sales to Downtown caused by San Luis Marketplace, in addition to Downtown parking problems. Howard Carroll, San Luis Obispo, asked that seismic retrofit of Downtown buildings be addressed in more detail in relation to San Luis Marketplace. He stated that retrofits will disrupt business. Ron Rusconi, San Luis Obispo, stated that San Luis Marketplace will be good for competition and that the City should be the economic hub. —end of public comment— ACTION: Received and discussed the following reports: 1) Impact on Downtown Retailing of Proposed San Luis Marketplace prepared by Keyser Marston Associates, Inc, May 2004; and 2) Response to Keyser Marston Comments on the Impact on Downtown Retailing of the Proposed San Luis Marketplace by Allan D.
