LIBRARY COMMUNITY ROOM, 995 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members Present: Council Members Paul Brown, Christine Mulholland, Allen K. Settle, Vice Mayor John Ewan and Mayor Dave Romero City Staff: Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City Attorney; Audrey Hooper, City Clerk; Wendy George, Assistant City Administrative Officer; John Mandeville, Community Development Director; Bill Statler, Finance Director; Monica Moloney, Human Resources Director; Deborah Linden, Police Chief; Wolfgang Knabe, Fire Chief; John Moss, Utilities Director; Jay Walter, Public Works Director; Paul LeSage, Parks and Recreation Director; Betsy Kiser, Principal Administrative Analyst 2005 -07 FINANCIAL PLAN: COUNCIL GOAL SETTING WORKSHOP Mayor Romero welcomed those in attendance. CAO Hampian described the purpose of the goal- setting process and presented an overview of the City's fiscal outlook, budget actions to -date, and results from the community forum and next steps. Facilitator Maruska described the process and presented guidelines for the workshop, Discussion ensued during which the Council formulated candidate major City goals by category and discussed the relationship of goals to current activities. PUBLIC COMMENT Arnold Jonas, San Luis Obispo, discussed the importance of funding the Railroad Museum. Richard Kriet, San Luis Obispo, spoke in support of the Joint Use Committee's efforts in further redeveoping school district sports facilities. Andrew Carter, San Luis Obispo, expressed concerns related to the goal setting process, suggested that revenue enhancement should be a priority, and that there should be a tax on alcohol. Eugene Judd, San Luis Obispo, discussed the importance of taking public transportation and pedestrian needs into consideration, and in keeping the downtown in mind when planning. Dave Hite, San Luis Obispo, spoke in support of playing field renovation and asked Council to support the efforts of the stadium committee. City Council Meeting Saturday, January 29, 2005, 8:30 a.m. Page 2 —End of public comments — Following a lunch break, Council discussed and weighted the goals and prepared a written ballot ranking the goals. While the results of the ballots were being tabulated, CAO Hampian discussed ideas submitted by Council Members to enhance revenues and reduce expenditures, reviewed key principles guiding the City, and the two -step process for dealing with the budget gap. Following a brief recess, Council was presented with the results of the tabulation. The results are summarized below: Major City Goals Continue to maintain City infrastructure, such as roads, sidewalks, water, sewer, storm drainage and parks, at a moderate level. Aggressively pursue projects to relieve traffic congestion with particular emphasis on outside funding. Continue efforts to complete Railroad Safety Trail, Bob Jones Trail and Bill Roalman Bicycle Boulevard. Support the joint use committee in further redeveloping school district sports facilities. Continue funding open space acquisition and the natural resources program; maintain and enhance open space, creeks and riparian habitat; and continue "SLO Stewards" program and collaboration with conservation organizations. Encourage and promote projects and programs that will increase sales tax and ,transient occupancy tax revenues. Make downtown improvements, with emphasis on pedestrian lighting. Continue developing and Implementing a long -term plan that will deliver desired service levels, adequately maintain existing infrastructure and facilities, and preserve the City's long -term fiscal health. Other Council Objectives Identify parking solutions for the upper Monterey Street area so that the area can be included in the parking district and zoned to Downtown Commercial. Move forward on Laguna Lake Park Master Plan implementation. Work with community partners to seek funding for the protection and improvement of adobes and development of railroad museum. Aggressively follow -up on adopted Housing Element by supporting affordable housing program implementation, pursuing grant sources and processing subdivisions in approved areas efficiently and effectively. City Council Meeting Saturday, January 29, 2005,8:30 a.m. Page 3 Continue neighborhood services programs and move forward with Neighborhood Wellness/Community Participation Plan. Promote South Broad Street corridor planning and improvements. Address As Resources Permit Develop and implement neighborhood street tree planting programs with community "planting days." Develop concept plans for City gateway enhancements that can be achieved by community groups, neighborhood organizations or other outside funding resources. There being no further business to come before the City Council, Mayor Romero adjourned the meeting at approximately 2:15 p.m. to Tuesday, February 1, 2005 at 7:00 p.m. in the Council Chamber, 990 Palm Street, San Luis Obispo.
