COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members Present: Council Members Paul Brown, Christine Mulholland, Allen K. Settle, Vice Mayor John Ewan and Mayor Dave Romero City Staff: Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City Attorney; Audrey Hooper, City Clerk; Wendy George, Assistant City Administrative Officer; John Mandeville, Community Development Director; Bill Statler, Finance Director; Monica Irons, Human Resources Director; Deborah Linden, Police Chief; Wolfgang Knabe, Fire Chief; John Moss, Utilities Director; Jay Walter, Public Works Director; Paul LeSage, Parks and Recreation Director BUSINESS ITEM 1. RESULTS OF REVENUE BALLOT MEASURE FEASIBILITY ANALYSIS. (Continued from 5117105) Finance Director Statler commenced the presentation. He discussed the background of and need for a feasibility analysis related to a possible revenue ballot measure and summarized the purpose, contents and results of the survey conducted as part of the analysis, as well as steps being recommended at this time and responded to Council's questions. CAD Hampian commented on the feasibility analysis and stressed the need to disseminate information regarding the City's underlying financial structure if the Council proceeds with a measure. Public Comments Jan Marx. San Luis Obpiso, spoke in favor of a revenue ballot measure, discussed the willingness of members of Save SLO and others involved with the Dalidio- Marketplace campaign to support such a measure, and suggested that some Council outreach and assurance to the community will be needed as to what would be done with the added sales tax if such a measure succeeded. She also indicated that Save SLO would be more supportive if the measure includes a sunset provision. --end of public comments — During the ensuing Council discussion, it was noted that a 1/2 cent sales tax increase is being considered by the other SLO County cities and the importance of educating the City Council Meeting Thursday, May 26, 2005, 6:00 p.m. Page 2 community and obtaining its support was stressed, as was adequate lead time to do so which would tend to lead to a November 2006 election. It was also stressed that it is important that a broad -based community group must be established to campaign for the measure. In light of the need for community support, Council Member Settle suggested that prior to additional action by Council on this matter, 1) feedback should be obtained as to whether such a group is interested in providing a base of support and 2) Council should be provided with clarity and assurance related to how the increased tax dollars would be used. ACTION: Moved by Brown/Ewan to 1. Review and discuss the results of the revenue ballot measure feasibility analysis. 2. Direct staff to return in July 2005 with an action plan, schedule and budget for proceeding with the next step of initiating a public information program; motion carried 5:0. PUBLIC COMMENTS Adam Fukushima, San Luis Obispo, thanked Council for their support of Bike Week and the Bike Fest, in which more than 800 people participated. Council recessed from 6:50 to 7:00 a.m. and reconvened with all members present. BUDGET WORKSHOP 2. PRELIMINARY 2005-07 FINANCIAL PLAN. City Administrative Officer Hampian and Finance Director Statler presented an overview of the preliminary Financial Plan and responded to Council's questions. Public Comments John Dunn, Acting President of the Economic Vitality Corporation (EVC), explained why the EVC Board of Directors is asking Council to allocate the same amount to the EVC as previously (i.e., $10,000 rather than the $5,000 proposed). Dale Strobridge, President of SLOPOA, presented Council with a memorandum (on file in the City Clerk's office) containing alternatives to the CAO's budget reduction recommendations and explained why the SLOPOA believes the budget recommendations made in 1995 are as valid today as they were then. He stressed, in particular, the benefits of converting the administrative Captain position from a sworn peace officer position to a civilian status. —end of public comments— Finance Director Statler introduced the General Fund Operating Program Review, following which staff provided highlights of the General Fund Operating programs and responded to Council's questions and direction throughout the presentations. There being no further business to come before the City Council, Mayor Romero adjourned the meeting at 9:55 p.m. to an Adjourned Regular meeting, Tuesday, May 31, 2005 at 7:00 p.m. in the Council Chamber, 990 Palm Street, San Luis Obispo.
