HomeMy WebLinkAbout01/31/20071 1 ROLL CALL: Council Members Present: City Staff: MINUTES SPECIAL MEETING OF THE CITY COUNCIL CITY OF SAN LUIS OBISPO WEDNESDAY, JANUARY 31, 2007 - 12:00 P.M. COUNCIL HEARING ROOM, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA Council Members Paul Brown and Andrew Carter, Vice Mayor Christine Mulholland and Mayor Dave Romero were seated at Roll Call. Council Member Allen Settle was seated at 12:05 p.m. Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City Attorney; Audrey Hooper, City Clerk; Shelly Stanwyck, Assistant City Administrative Officer; John Mandeville, Community Development Director; Doug Davidson, Deputy Community Development Director; Christine Dietrick, Assistant City Attorney; Deputy Community Development Director; Pam Ricci, Senior Planner; Jaime Hill, Associate Planner PUBLIC COMMENT Brett Cross, representing Residents for Quality Neighborhoods (RON), noted concerns contained in an e-mail to Council (on file in the City Clerk's Office). In addition, he explained why he thinks there needs to be an identifiable goal to provide 50% to 60% of student housing on campus. STUDY SESSION Community Development Director Mandeville explained that this Study Session was scheduled following direction by Council on January 9th. Its purpose was to provide Council with an opportunity to review and discuss Zoning Regulations, and to provide direction to staff to address particular sections with future updates and amendments to the Zoning Regulations. Vice Mayor Mulholland referred to the Draft Zoning Regulations presented to Council at its October 17, 2006, meeting and the Zoning Regulations dated June 24, 2004, and initiated the discussion. She reviewed various sections in Chapter 17.08 that she either thought should be modified or for which she needed clarification. Discussion ensued, after which Council consensus was reached and direction was given as indicated on the following items: Zoning Ordinance - Chapter 17 § 17.08.130 Live/work and work/live units. Staff will investigate different definitions for floor area requirements for live/work vs. work/live units. There was consensus that there was not sufficient distinction made between Live/Work and Work/Live. Direction was given to explore combining the categories or providing clearly City Council Meeting Page 2 Wednesday, January 31, 2007 - 12:00 p.m. distinct definitions of the two uses. Staff was also asked to explore if there should be different work:live floor area ratios to further distinguish the two uses. 2. § 17.16.120: Wireless telecommunications facilities. There was some concern regarding the City's exemption of government owned facilities. Staff should explore additional language to clarity why this is the case and when it applies. 3. § 17.08.0120 Location of Pool and Pool Equipment. Staff will prepare modified language to address noise generated by pool pumps and hot tub machinery and will add a cross reference to the City's noise standards. 4. § 17.16.060.D: Parking Reductions. The Council was concerned about the use of parking reduction programs that are not effective. They said that this program should be used sparingly, with appropriate follow -up to assure the land uses with parking reductions are doing all they can to implement their reduction programs. Planning and Public Works staff should have a discussion about the efficacy of this program next time we update regulations. Public Works 5. Heritage Trees. The Council was interested in the Heritage Tree Program, and how trees were nominated to this status. In the past, several trees were designated as Heritage Trees annually, as part of the Arbor Day festivities. There was interest in renewing this as a more active program. For the short term, the Council expressed interest in reviewing the current Heritage Tree Program, perhaps as part of the Tree Master Plan. CAO Hampian indicated that he will ask Public Works and the Tree Committee to clarify how heritage trees are designated. RON E -Mail 6. § 17.16.020: Yards. There was discussion about paving standards and the excessive paving that exists in front and side yards. The Council was interested in exploring if a property development standard could be created to require a landscape strip along side property lines to minimize large expanses of pavement across property lines. Parking & Driveway Standards Second Driveways. The Parking and Driveway Standards currently allow multiple driveways on corner lots, or lots with more than 70 feet of street frontage. The Council was interested in establishing development standards and making it a discretionary process to have multiple driveways on a single lot. Utilities Department: Municipal Code § 8.04 8. Utility Screening: There is growing concern about the screening of solid waste receptacles. Community Development staff is currently working with Utilities Department staff on revisions to Muni Code 8.04 and the Community Design Guidelines. Community Design Guidelines are reviewed and approved by the Architectural Review Commission (ARC). For the design guidelines, the Council wanted to be updated when new guidelines are approved.
