COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members Present: Council Members Andrew Carter, Allen K. Settle, Vice Mayor Christine Mulholland and Mayor Dave Romero were seated at Roll Call. Council Member Paul Brown was seated immediately thereafter. City Staff: Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City Attorney; Audrey Hooper, City Clerk; Shelly Stanwyck, Assistant City Administrative Officer; John Mandeville, Community Development Director; Bill Statler, Finance Director; Deborah Linden, Police Chief; John Callahan, Fire Chief; Jay Walter, Public Works Director; Betsy Kiser, Parks and Recreation Director BUDGET WORKSHOP 1. PRELIMINARY 2007 -09 FINANCIAL PLAN. ' Finance Director Statler provided an overview of the Capital Improvement Program (CIP) and responded to questions. In response to Council Member Settle's inquiry for the record, Finance Director Statler explained that although it is difficult to anticipate construction costs, an inflation factor has been included in the costs. Public Comments were called for at this time and during staff's presentations on the individual CIP projects. Gary Fowler. San Luis Obispo, asked several questions about the proposed water and sewer rate increase, at well as the proposed improvements to the Senior Center. He suggested that there should be daytime parking on Santa Rosa Street, between Pismo and Buchon, for the seniors. Brad LaRose, President, SLO Railroad Museum, discussed an estimate he provided to Council prior to the meeting (on file in the City Clerk's office), and asked if Council is not able to consider the request during this process, it be considered during the mid -year budget review. Jay LaPalm, San Luis Obispo, spoke on and offered suggestions regarding improvements to the skate park. Johnny Miller, San Luis Obispo, also spoke on improvements to the the skate park Terry Mohan, San Luis Obispo, asked Council to be prudent when considering funds to be spent on artificial turf. Staff reviewed the CIP projects within their purview and responded to questions. City Council Meeting Thursday, May 29, 2007, 7:00 p.m. Page 2 Adam Fukushima. Bike Coalition, asked for clarification as to why the proposed CIP doesn't seem to address the Railroad Safety Trail. Finance Director Statler explained what will be accomplished on the Railroad Safety Trail over the next two years as referenced in the the bikeway improvements that are included in the Bikeway Improvements Major City Goal work program. Council recessed from 9:35 until 9:45 p.m. and reconvened with all members present. Katie Allison, San Luis Obispo County YMCA, thanked Council for the improvements that will be made to the roller hockey rink By consensus, Council provided the following direction: 1. DARE Vehicle. Explore a hybrid option for this fleet replacement. 2. Mid- Higuera Street Median. Evaluate right -of -way options for the mid - Higuera Street widening as part of the Council's review of environmental documents for this project. 3. Chorro Street Sidewalks. Consider as part of the 2009 -11 Financial Plan. 4. Stockton Field Synthetic Turf. Schedule a Council study session on this within the next three to six months, prior to incurring any consultant costs for study or design. Invite members of the Parks & Recreation Commission, youth sports organization and other field users to this study session. 5. Public Art Policy. In conjunction with the planned report to the Council recommending the allocation of public art funding to specific projects in Fall 2007, return with a discussion of the public art policy and project costs that should be included in calculating the "l % for public art" amount. 6. Johnson Ranch Open Space. Change the title of this project for clarity. (Staff recommends changing it to the Johnson Ranch Public Access Improvements.) 7. City Hall Steps and Walkway. Along with other possible "sprucing -up" of City Hall, consider Improvements to the City Hall steps and walkway as part of the 2009 -11 Financial Plan. 8. Railroad History Museum. Return to the Council at the mid -year budget review with an evaluation of the City's responsibility for additional improvements under its agreement with the San Luis Obispo Railroad Museum, and based on this, cost estimates, phasing strategies and funding sources as appropriate. In addition, staff will brief Council Members Brown and Carter on the Pavement Management Plan; and depending on the outcome from these briefings, may schedule a follow -up study session with the Council. ACTION: The Preliminary Financial Plan for 2007 -09 was reviewed and direction given as indicated above. 1 City Council Meeting Thursday, May 29, 2007, 7:00 p.m. Page 3 There being no further business to come before the City Council, Mayor Romero adjourned the meeting at 11:20 p.m. to an Adjourned Re lar meeting on Thursday, May 31, 2007, at 7:00 p.m. in the Council Chamber, 990 Palm Street, S Luis Obispo.
