SPECIAL MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
TUESDAY, AUGUST 14, 2007 - 7:00 P.M.

PRESENTATIONS
Utilities Director Moss introduced new Water Treatment Plant Operators Franklin Cronkite
and Michael Van Belleghem, and Water Distribution Supervisor Noah Evans.
BUSINESS ITEMS
2007 WATER RESOURCES STATUS REPORT (CONTINUED FROM THE MEETING
OF JULY 3. 2007).
Water Division Manager Henderson presented the staff report. He, Utilities Director Moss,
and City Attorney Lowell responded to questions.
Public Comments
Arnold Ruiz, San Luis Obispo, suggested that Laguna Lake should be developed as a water
resource and that consideration should be given to expanding the use of the lake and the
park.
Gary Fowler, San Luis Obispo, complimented the report but questioned why the City is still
selling water to the Airport, projects in the airport area and other fire agencies.

In response to Mr. Fowler, Water Division Manager Henderson briefly discussed the long-
standing water service agreements between the City and other agencies, as well as its
current policies.
1 Vice Mayor Mulholland discussed her concerns regarding the impact of the loss of the
reliability reserve, particularly in light of the 2002 Charter amendment, and asked Council
Members if they would be willing, at this time, to direct staff to put the increased amount of
water (beyond what is needed) contracted with Nacimiento into the reliability reserve.

A brief discussion ensued; however, there was not support for pursing Vice Mayor
Mulholland's request.
ACTION: The report was received and filed.
2. NACIMIENTO WATER SUPPLY PROJECT COST SUMMARY REPORT.
Utilities Director Moss presented the staff report. He acknowledged Project Manager John
Hollenbeck, who was in the audience.
Utilities Director Moss, Water Division Manager Henderson and Finance and Information
Technology Director Statler responded to questions.

Mayor Romero and Council Member Carter spoke on the importance of this project to the
future of the community and supported moving forward with it. Council Member Brown
concurred.
Vice Mayor Mulholland disagreed. She believed that the City should opt out and that, if
necessary, the number of units at buildout should be reduced.
ACTION: Council considered the San Luis Obispo County Flood Control and
Water Conservation District Cost Summary Report for the Nacimiento Water
Supply Project; no further action was taken.
3. AMENDMENT NO.2 TO NACIMIENTO WATER DELIVERY ENTITLEMENT
CONTRACT.
Water Division Manager Henderson presented the staff report.

Mayor Romero said that members of the Nacimiento Water Project Commission
unanimously recommended approval of Amendment No. 2.
ACTION: Moved by Carter/Brown to adopt Resolution No. 9922 (2007 Series)
approving disclosure of financial and other related information regarding the City
of San Luis Obispo and approving the second amendment to the Nacimiento Water
Delivery Entitlement Contract with the San Luis Obispo County Flood Control and
Water Conservation District and authorize the Mayor to execute the amendment;
motion carried 3:1 (Mulholland opposed, Settle absent). 1

There being no further business to come before the City Council, Mayor Romero adjourned
the meeting at 8:16 p.m. to Tuesday, August 21, 2007, in the Council Chamber, 990 Palm
Street, San Luis Obispo.
