HomeMy WebLinkAbout09-15-2011 BAC minutes MINUTES Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo September 15, 2011 Thursday 7 p.m. MISSION: The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Present: Peter Deragon (Vice Chair), Catherine Machado, Kristina Seley, Howard Weisenthal, and Jim Woolf. Absent: Chris Black and Bill Bradlee (Chair) Staff Members: Kevin Christian, Peggy Mandeville and Jennifer Milam PUBLIC COMMENT: Dale Sutliff, SLO Bicycle Club representative, asked that the City investigate installing “green lanes” on Los Osos Valley Road between South Higuera and Madonna Road, and also on Foothill Blvd. from Broad Street to California Blvd. He discussed a Federal Highway Administration (FHWA) report from April 2011 that favored green-colored pavement through intersections. He stated the Club recommended that the BAC consider green pavement areas be included in the Bike Plan. Staff noted that colored bike lanes at the California/Monterey intersection were being installed on a trial basis. Jessica Berry, San Luis Obispo Council of Governments (SLOCOG) representative, discussed the State Transportation Improvement Program (STIP) cycle and the list of projects being considered for funding. Ms. Berry also noted a public opinion poll suggested that a ½ cent sales tax increase go towards transit projects. Gary Havas reported on the Bob Jones City to Sea trail project, stating Neil Havlik (City Natural Resources Mgr.) might have funding for the trail connection between Oceanaire and Calle Joaquin. MINUTES: July 21, 2011 CM Woolf corrected the spelling of his name. CM Woolf moved, seconded by CM Machado, to approve the minutes as corrected. The motion passed unanimously. ACTION ITEMS: Agenda Item #1: 2012 Bicycle Transportation Plan (BTP) Update - Consent Items BTP projects – New and Existing Projects in Pavement Areas 3, 4 and 5: • South Hills / Margarita Area Connection • Industrial to Tank Farm Class I bypass • Industrial to Bougainvillea Connection • Spanish Oaks Underpass Ramp • Broad Street. Bicycle Boulevard crossing Highway 101 • Highway 101 Class I: North Broad Street area, to Highway 101 @ Marsh Street • Highway 101 / Marsh Street Undercrossing • Beach / King Streets Bicycle Boulevard • South Street Channelization at Broad Street • Madonna / Higuera / South Streets, Channelization • Buckley Road Bikeway Network • Buckley Area, East Fork Trail • Oceanaire to Existing East end of Prado Road, Class I • Prado Road Grade Separated Crossing • Los Osos Valley Road Channelization BTP text • Bikeways, “Other Related Activities” through “Special Design Provisions” (pgs 14-16) Staff Recommendation: Approve consent items. Staff noted that the Highway 101 / Marsh St. Undercrossing project had risen from second priority to first priority, due to additional BAC ranking information received following the agenda packet creation. Policy 1.44 (pg. 16 of BTP text) was discussed as it related to earlier public input concerning the use of green bicycle lanes. CM Woolf moved, seconded by CM Machado, to approve the Consent Projects as presented, and the BTP text with the exception of policy 1.44. The motion passed unanimously. PRESENTATION ITEMS: Agenda Item #2: 2012 BTP Update- Draft Outline “Actions” update Ms. Milam discussed the draft outline of existing and newly added recommended actions for inclusion in the 2012 BTP. Mr. Christian discussed the need to outline specifics of the actual actions in the Plan and was looking for suggestions and recommendations for additional actions to include. He agreed to provide an updated document that identifies what has been converted to an action vs. what is a new action so the BAC could be aware of substantial changes. CM Seley clarified that items one could “put a date on” should be action items instead of policy items. CM Deragon felt the “actions” should outline specific locations. CM Machado suggested that an “Actions Taken” listing could be provided and be updated on a yearly basis as an appendix to the BTP. Ms. Mandeville agreed that staff would re-visit the list to clarify wording and intentions. Agenda Item #3: 2012 BTP Update- New Presentation Items BTP text • Bikeways, “Bicycle Parking and Storage” thru “Other Support Facilities” (pgs 16-20) CM Woolf was concerned that section 3.6 be re-worded to allow general lighting language, e.g. “vandal-proof.” CM Weisenthal discussed various bike rack systems and felt language should “encourage existing developments to upgrade bike parking to meet current standards.” He felt Section 2.6 should eliminate “outside downtown core” and that Section 2.8 should include “inverted U-racks, Peak Racks, or City-approved racks.” He also felt Section 3.10 should have revised language to strongly encourage all businesses to provide bike racks, regardless of the business size. BTP projects – New Presentations (Pavement Area 6 & 7) • Presentation of Pavement Areas 6 & 7 Projects Staff discussed the listed projects. Highlighted discussion follows each where pertinent. o Laguna Lake Bikeways (A, B, C) Projects should be modified considering the target user as kids traveling to the Laguna Middle School. End points ideally should be on low trafficked roadways or at established signalized intersections. This project will be re-written and resubmitted to the BAC prior to ranking. o Laguna Middle School Connection Options (no ranking at this time) Project is currently in process, but is being held open for possible inclusion in the updated 2012 plan until the project is completed. o Cerro Romauldo Bike Blvd. o Cerro Romauldo Class I Blvd. o Foothill/Ferrini Signal o Foothill/Patricia/La Entrada Intersections o Highland centerline striping Staff agreed to bring back a proposal for revising the project. o Tassajara Bike II Lanes Modify the project to be installed as shared lane markings, but preserve Class II possibility based on traffic volume. • Presentation of proposed Projects o Madonna Trail to Laguna Lake Park Connection Class I o Santa Rosa at Boysen Grade Separated Crossing o Boysen Ave. Bicycle Boulevard Modify project to include access through shopping area parking o Chorro St. Bike Box DISCUSSION ITEMS: Agenda Item #4: Committee Items • Committee discussion on project Ranking / Scoring system There was general BAC discussion on the process/system. • Class I trail along Orcutt, from current Railroad Safety Trail (RRST) southern terminus to Duncan CM Woolf discussed putting a Class I trail along the north side of Orcutt running west from the current trail, to the Duncan/Sacramento intersection, to include a bike signal to cross Orcutt. Staff suggested modifying the current project (RBP3) to include this, as well as its current provision for providing a Class I running east to Laurel Ln., from the RRST southern terminus. There was consensus that this would suffice, and that it should be provided to the BAC for review/ranking. Agenda Item #5: Staff Items Updates on: • Posting/ providing project reviews for ranking reference purposes • Bike Rodeo - October 8 • Railroad Safety Trail, Foothill-Campus Dedication October 19 ACTION: CM Woolf motioned, and was seconded by CM Deragon, to adjourn.
