HomeMy WebLinkAbout11-19-2009 BAC minutesMINUTES Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo November 19, 2009 Thursday 7 p.m. MISSION: The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Committee Members: Glen Matteson (Chair), Chris Black, Matt Colonell, Tim Gillham, Cheryl Lenhardt, Kristina Seley (Vice Chair), and Jim Woolf. Staff Members: Peggy Mandeville, Kevin Christian, Recording Secretary Janet Miller PUBLIC COMMENT: Tim Gillham, representing San Luis Obispo Council of Governments (SLOCOG), provided handouts for Bike Month 2010 planning. MINUTES: September 17, 2009 Action: Motion to approve as presented by CM Lenhardt and seconded by CM Woolf. The motion passed. ACTION ITEMS: Agenda Item #1: Bicycle Transportation Account (BTA) Grant Application Staff presented a report on the Railroad Safety Trail (RRST) Connections project recommending that the Bicycle Advisory Committee (BAC) support the submittal of a BTA grant application for the project as presented. CM Colonell recused himself from this item due to his residence proximity to project. CM Woolf requested clarification on the cost of the proposed project. Staff replied that the cost had been estimated at $506,000. CM Seley asked about paving the existing dirt path located along the creek corridor next to the School District property. Staff replied that the path is not shown as being paved in the approved Sinsheimer Park Master Plan. CM Matteson provided clarification on the railroad historic area activities and their location relative to the proposed Jennifer Street Bridge ramp addition, including the demonstration track and track bumper. CM Matteson discussed the width of the sidewalk next to the proposed ramp and suggested that 6 ft. was reasonable for a low use area. CM Lenhardt requested clarification on ADA slope issues related to the grade between the ball fields and the RRST. Staff provided clarification through maps. CM Seley questioned the cost of the Jennifer Street portion. Staff did not have a project breakdown but stated that the total budgeted cost was approximately $506,000. CM Matteson questioned the outcome of individual projects if one of the three projects were denied. Staff replied that generally if one project was denied all had historically been denied. CM Seley questioned if lighting had been included in the Sinsheimer portion. Staff replied that lighting had been included in the budget. CM Woolf suggested that the next update of the Bicycle Transportation Plan include a Class II lane on Southwood, from Laurel to Johnson. Action: CM Woolf motioned to accept the staff recommendation to recommend that the City submit a BTA grant application for the Railroad Safety Trail Connections project. The motion was seconded by CM Seley. The motion passed unanimously with a vote of 6:0. CM Colonell recused himself from the vote. DISCUSSION ITEMS: Agenda Item # 2: Committee Member Items • Circulation Element/Bicycle Transportation Plan Update: Subcommittee Report CM Lenhardt presented a report on the Circulation Element/Bicycle Transportation Plan Update subcommittee’s activities. The subcommittee met on 9/29/09 and selected various League of American Bicyclists “Bicycle Friendly Community” cities, to research for best practices. They also prepared a list of questions for staff and plan to report back on their research at the next BAC meeting. CM Colonell noted that so far in his research, he feels very favorable about the City of Corvallis’ (Oregon) transportation plan. • Sidewalk Riding (continued discussion) Staff presented an update on research gathered from posting on website’s list serves. No data was found to support any of the specific public outreach modes discussed at the 9/09 BAC meeting. Feedback from the City police indicated that they would be supportive of an educational outreach. They also noted that the most common ticket written for bicycling violation involve red light, stop sign and right of way violations. While individual officers may know their own recent data for tickets on sidewalk riding violations, this is not one of the options for database searches currently. CM Seley and CM Colonell supported signage on the sidewalk, with CM Colonell noting he had seen it used extensively in Palo Alto. CM Seley suggested starting in the downtown core, but noted the most frequent cases she has observed are elementary school age children traveling along Broad St. on weekday mornings. CM Lenhardt suggested signage closer to Cal Poly. Staff suggested continued communication with the Police Department to identify areas that signage could be possible. CM Lenhardt noted that she had not initially supported the project due to maintenance and too much signage in the City. CM Matteson noted that the Committee had a general consensus to consider pavement marking and signage at a later meeting if the concept is supported by the City Engineer and Public Works Director. • 2010/11 Unmet Bikeway Needs (CM Gillham) CM Gillham provided a flyer from The San Luis Obispo Council of Governments (SLOCOG) for their annual request for public input concerning unmet transit/bikeways needs. Input is being accepted up until 12/9/09. Agenda Item # 3: Staff Items • Madonna / S. Higuera intersection treatment Staff informed the BAC that CalTrans is considering the installation of a “Bike Box” at the Madonna/S. Higuera intersection, eastbound on Madonna. They noted that it would be a first for the agency, and was to be presented to the California Bicycle Advisory Committee at their meeting on 12/3/09. CM Gillham requested a progress report on the previously discussed Bike Box on Foothill eastbound at the California St. intersection. Staff replied that this was still under consideration. • Railroad Safety Trail Update, Phase 3 Staff provided an update on easement discussions with Union Pacific. • Special Bike Count Results Staff provided a handout with both the current data collected, and historical data for the two locations included in the special count. • Bike Signal at Laurel/Orcutt Staff informed the committee of the installation of a bike head signal at the intersection. • County Bikeways Plan Update CM Seley asked about a Class 1 trail at Price Canyon area. CM Woolf noted the County BAC was aware of the importance of connecting trails between cities, referencing Price Canyon. The closing of the Miossi property to public access from Hwy. 101 (southbound) at the City limits was also raised. On a consensus by the Committee, Staff will compile a listing of City to County connections for discussion at the next BAC meeting. • Bill Roalman Bicycle Boulevard is complete. • Staff provided an update on the Motorized Devices on Class 1 Paths. Staff noted Senate Bill 734 and municipal code impact. • Staff updated the Committee on a Web-inar held this week on the topic of building advocacy alliances between pedestrians and bicyclists. CM Woolf noted the increase in numbers of people involved/represented when including pedestrians, as well as bicyclists. Staff noted the strength of building a coalition with Cal Poly. Gary Havas reported on Central Coast Concerned Mountain Bikers (3CMB) trail development workshops and a Climate Action Plan meeting. ADJOURNMENT: CM Lenhardt motioned, and was seconded by CM Colonell, to adjourn. The motion passed unanimously. The meeting adjourned at 8:35pm.
