Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE

MISSION:
The purpose of the Bicycle Advisory Committee is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its
relationship to bicycling outside the City.
ROLL CALL: Kevin Christian (Chair), Trevor Keith (Vice Chair), Jean Anderson, Tim
Gillham, Glen Matteson and Tom Nuckols. Ben Lerner was absent.

PUBLIC COMMENT: No public comment was made on items not on the agenda.
MINUTES: November 16, 2006
Action: Committee Member Keith moved and CM Matteson seconded to approve the
minutes as submitted. The motion passed unanimously.
PRESENTATION ITEMS:
1. 2006 Bi-Annual Bike Count Report
Brian Wheeler, an intern in the Transportation Division, presented a summary of the
2006 bi-annual bicycle count report. He also distributed copies of the report to
Committee members. Copies of the report will be available for purchase at the Public
Works Department and will be available for viewing and printing on the City’s web site at
www.slocity.org. The increase in bicycle trips from 2004 could be explained by the cost
of gas going up approximately fifty cents per gallon. Weather did not seem to be a factor
in the bicycle counts. Stations around Cal Poly and the Foothill area saw both the
largest volumes and the largest increase in volumes in 2006.
ACTION ITEMS:
2. Bicycle Transportation Plan Update
Planner Mandeville presented possible changes to the draft Plan for feedback by the
Committee. A revised document will be distributed as soon as it is completed. The
upcoming paving schedule and a possible list of priorities for shared lane markings were
discussed.
DISCUSSION ITEMS:
3. Committee Member Items:
Committee goals for 2007(CM Nuckols). Discussion on what would be City residents’
main concerns was discussed. One specific concern was safe routes to school and the
inclusion of the Police Department in activities undertaken. Other areas of concern
brought up by Chair Christian were the cleanup of the Bob Jones Trail and the Railroad
projects. Chair Christian volunteered to write a letter to the City Council asking for their
input on agenda items/goal setting for the BAC.
Highway 1 comments (Chair Christian). The width and maintenance of the bike lane as
well as signage used was discussed.
Action: On a motion by CM Gillham to send the report on Highway 1 to the Caltrans.
Seconded by CM Anderson. The motion passed unanimously.
Chair Christian reviewed for the Committee the Mayor’s luncheon and its items of
discussion.
Chair Christian noted that the Promotional Coordinating Committee will be discussing a
bicycle version of the “Trout about Downtown” art display at their meeting on February
14, 2007 and he will attend.
CM Gillham brought up the Unmet Transit Needs hearing that will be held on February
7, 2007.
CM Gillham noted that there will be another call for projects for the Safe Routes to
School program for infrastructure projects coming up soon.
4. Staff Items: BTA and Safe Routes grant applications submitted

CM Matteson moved and CM Keith seconded at 9:18 p.m. to adjourn to the
regularly scheduled meeting date of March 22, 2007. The motion passed
unanimously.
