HomeMy WebLinkAbout03-22-2007 BAC minutesMINUTES Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo March 22, 2007 Thursday 7 p.m. MISSION: The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Kevin Christian (Chair), Jean Anderson, Tim Gillham, Ben Lerner, Glen Matteson and Tom Nuckols. Trevor Keith (Vice-Chair) was absent. STAFF: Peggy Mandeville, Principal Transportation Planner Jill Francis, Minutes Clerk PUBLIC COMMENT: Barry Lewis, SLO, asked the Committee confirm the County’s bike trail plan was taken into account with the City’s new plan including the railroad safety trail. No further public comment was made on items not on the agenda. MINUTES: January 18, 2007 Action: Committee Member Anderson moved and CM Matteson seconded to approve the minutes as amended. The motion passed unanimously. ACTION ITEMS: 1. Bicycle Transportation Plan Update- Final edits Planner Mandeville presented a revised document to be discussed. Staff noted that it has been going through the project descriptions as well as the Bicycle Transportation Plan map to ensure they are complete and consistent. Staff recommended a number of small additions/revisions to the plan as follows: Boulevard Del Campo- the project description should be revised to install curb ramps which would provide access to an unpaved path. This would be done when improvements such as a sidewalks or curbs were added. Highland/Santa Rosa Bypass- The project was in the 2002 plan and should be retained. CM Christian provided photos to show this pathway. The school ranking was discussed. Highland/Chorro Class I- Revisions to the project description were discussed. The Committee decided to revise the project description to include channelization at the intersection of Highland and North Chorro should bicycle circulation become an issue. ACTION: On a motion by CM Lerner keep the channelization as the project and allow flexibility in the event that channelization is not possible. Seconded by CM Matteson. The motion passed unanimously. El Capitan/Poinsettia Class I- Missing project description and ranking. Roundhouse Class II Bike lane and grade separated crossing of railroad tracks from Bushnell to Roundhouse- Missing project description and ranking. The discussion focused on the lack of need for Class II lanes without the bridge providing a connection between the Terrace Hill neighborhood and Santa Barbara Avenue. RBP 19, 10, Class I path on west side of tracks from Foothill to Stenner- Missing project description and ranking RBP 19, Class I path on east side of railroad tracks from Jennifer Street bridge to Fairview Street- Missing project description and ranking. Class II bike lanes on Industrial, Sacramento, and Capitolio- Missing project description and ranking. Discussion focused on the need for paved class II bike lanes in commercial areas and mixed-use areas. BJT2- Separated multi-use paths on both sides of US Hwy 101/LOVR bridge/interchange. A Class I path on Prado Road was discussed as the preferred alternative. RRST, Class I path west side of tracks from Upham to High Street- Missing project description and ranking. Adam Fukushima, Executive Director of SLO Bike Coalition, had comments regarding a bike boulevard as well as various comments regarding all areas of discussion. 2. Draft Orcutt Area Specific Plan bikeways A 2007 draft of the Orcutt Area Specific Plan Circulation chapter has been submitted to the Public Works Department for review and comment. Staff would like the Bicycle Advisory Committee to review and comment on the Plan’s proposed bicycle facilities and Plan policies. Staff brought a copy of the adopted 2002 Bicycle Transportation Plan map as well as the 2007 public hearing draft map for reference. The Committee discussed drainage issues, the potential school site location, the proposed roundabout, and the proposed Class I and Class II bicycle facilities. The Committee discussed policy changes to the plan including a recommendation that Class I bike paths should terminate at a street intersection rather than at mid block and the recommendation that Class I and Class II facilities be designated as continuous routes through the specific plan area. ACTION: On a motion by CM Lerner and seconded by CM Matteson, the Committee recommended changes/corrections to the transportation section of the draft specific plan. DISCUSSION ITEMS: 3. Committee Member Items: Committee goals for 2007- continued discussion The top five bicycle traffic areas would be discussed in further meetings. Chair Christian will be attending the Planning Commission meeting on Wednesday March 28, 2007 to discuss the Bicycle Transportation Plan. Cm Anderson brought up the Police Bicycle riding example that could be improved on if they were to take the bicycle safety class. 4. Staff Items: Unmet Bike Needs-comments received Tentative agenda items for next meeting CM Lerner moved and CM Nichols seconded at 10:24 p.m. to adjourn to the regularly scheduled meeting date of May 17, 2007. The motion passed unanimously. The City of San Luis Obispo is committed to including the disabled in all of its services, programs, and activities. Please contact the Clerk or staff liaison prior to the meeting if you require assistance PRESENTATION ITEMS: Agenda Item #1: 2006 Bi-Annual Bike Count Report Bryan Wheeler, an intern in the Transportation Division, will present a summary of the 2006 bi-annual bicycle count report. He will also distribute copies of the report to Committee members. Copies of the report will be available for purchase at the Public Works Department and will be available for viewing and printing on the City’s web site at www.slocity.org. ACTION ITEMS: Agenda Item #2: Bicycle Transportation Plan Update Staff is making final changes figures and charts in the draft Plan and will distribute the revised document as soon as it is complete. This item is being kept on the agenda in case any issues arise that require BAC direction or action.
