HomeMy WebLinkAbout07-19-2007 BAC minutesMINUTES Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo July 19, 2007 Thursday 7 p.m. MISSION: The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Kevin Christian (Chair), Jean Anderson, Tim Gillham, Ben Lerner, Glen Matteson and Tom Nuckols. Trevor Keith (Vice Chair) was absent. STAFF: Peggy Mandeville, Principal Transportation Planner, Jill Francis, Minutes Clerk PUBLIC COMMENT: Adam Fukushima, SLO County Bicycle Coalition, invited the members of the BAC to an office warming party for the Bicycle Coalition at their new office space at 1413 Monterey St., San Luis Obispo on July 24. Andy Mutziger, Santa Margarita, notified the Committee that he had a collision commuting to work downtown on Monterey Street. He supports the installation of shared lane markings in the roadway to remind motorists that bicyclists use this route and remind cyclists to stay out of the “door zone”. There was no further public comment. MINUTES: CM Nuckols moved and CM Matteson seconded to approve the minutes of May 17, 2007 as amended. The motion passed unanimously. ACTION ITEMS: 1. Shared Lane Marking Test Locations Staff notified the Committee that during the Bicycle Transportation Plan Update, the BAC identified the following test locations for the inclusion of shared lane markings (sharrows): 1.-Monterey Street from Santa Rosa Street north to Highway 101 (Garfield) 2.-Broad Street from Monterey Street to High Street 3.-Murray/Casa Streets from Broad Street to Foothill Boulevard 1 It was discussed that the order of importance of the test locations was correct. CM Anderson felt the public should be notified of the upcoming changes. Staff asked CM Anderson if she would develop a tri-fold to be available at local hotels. Chair Christian suggested advertisements on the back of City transit buses as an alternative. Public comment: Andy Mutziger noted that public outreach and signage are important to include along with the pavement stencils. ACTION:CM Gillham moved to approve the listed test locations, with the inclusion of the following features: 1) pavement stencils per the MUTCD, outside of the door zone and preferably not in the middle of the travel lane, 2) signage, 3) public service announcements/information/brochure (Anderson) about the stencils, a BAC member (Gillham) shall review the pavement stencil locations along with staff. Seconded by CM Lerner. The motion passed unanimously. 2. Request for Bicycle Rodeo Funding Staff presented a report on the Police Department’s request for funding. CM Nuckols asked what exactly the fund money was spent on. CM Anderson requested educational materials be available. CM Matteson asked how the money was spent at past years. The discussion focused on the need for education for everyone involved in the Rodeo: the Officers, the volunteers, the parents, and the children. CM Lerner moved to approve funding with the recommendation that volunteers from the BAC meet with the Police officers to discuss what components of the rodeo are working well and what components can be improved. Seconded by CM Anderson. The motion passed unanimously. 3. Street Sweeping Priorities Staff requested that the Committee identify arterial streets in the City that should be given the highest priority for additional street sweeping. CM Christian noted he would like to see a list of priorities done by volume, speed of vehicles, volume of bicycle traffic, volume of commercial traffic-hardware on the road, and roadway conditions. The Committee requested additional information, therefore, no action was taken at this time. 2 4. High Collision/Volume Location Review The Committee discussed two intersections; Santa Rosa/Olive (with a high bicycle collision rate) and California/Foothill (with a high bicycle volume). CM Nuckols inquired about eliminating one of the turning movements at Santa Rosa/Olive. CM Lerner recommended signage showing bicycles should not pass on the right and also for vehicles to be aware of bicycles at Santa Rosa/Olive. CM Nuckols discussed adding signage for better clarification and safety at California/Foothill. CM Christian had various suggestions for the California/Foothill intersection including a bike box and overhead signs. He also noted a grate was located in the westbound bike lane of Foothill Boulevard and no bike symbol stencils are present. DISCUSSION ITEMS: 5. Committee Member Items CM Nuckols and CM Christian showed photos and discussed a route that would cross Hwy 101 by Broad Street and noted they could not find a route through the creekside. They will draft a memo to Council with the Committee’s recommendations. CM Anderson asked about the speed/traffic laws of segways and electric bikes. She also discussed the Bike ED 07 conference that she attended in Texas and the possibility of having a California regional conference in San Luis Obispo. CM Christian and CM Gillham led a discussion of increasing the capacity of bus bike racks or possibly adding bike lockers at bus stops. 6. Staff Items The rescheduling of the next meeting to September 27 was agreed upon. An update on Highland/Ferrini intersection was presented. Updated BAC bylaws were distributed. CM Lerner moved and CM Matteson seconded at 9:56 p.m. to adjourn to the rescheduled meeting date of September 27, 2007. The motion passed unanimously.
