Subject: RE: Cost for Printing of Candidates' Statements
That's great news, Audrey — I feel like it's Christmas already! Between that and the fact that I just got back from a very
enjoyable salmon dinner at Apple Farm, courtesy of the EOC Board, I'm feeling very privileged indeed.
Please make the check out to Ashbaugh For SLO, I'll deposit it in the 1 st week of January, then figure out where all the
money went (and where it came from) just before closing it out as required by the City Campaign Finance regulations.
Thanks!

Subject: Forms 460
John,
I fear there is some confusion on your part as to where the Form 460 should be filed. The original and one copy are to
come directly to my office as the local filing official. The Secretary of State does not want these forms for local
candidates.
The Secretary of State's office just forwarded to me one original and a copy that were sent to their offices in error. These
appear to be duplicates of the ones you submitted to my office on October 8th. Please confirm that is the case and I'll toss
the ones sent to me by the Secretary of State.
The only form that the Secretary of State wants from local candidates is the 410. This is the form that advises them you
have either formed a committee, amended information for an already formed committee, or have terminated a committee.
(You send them the original and one copy and provide me with one copy of form 410.)
Let me know if you have questions
Audrey
(P.S. I'll send reminders regarding the next filing sometime in early December.)

Hi, John,
I just apologize for calling you on what seems to be such minor things - you will need to file an amendment, as I told Kyle,
because post office boxes are not acceptable on Form 460 for contributors. We need to have street addresses.
I am copying our Finance Director on your inquiry regarding the binding arbitration web site and will let him respond.
In the meantime, if there's anything else I can help with, just let me know.
Thanks,

I wanted to thank you for indulging me on both of the items that you called about this afternoon. I also wanted to assure
you that if needed, we will file an amended report to be sure that we have crossed all "t's ", etc — I certainly don't want to
earn any enmity from you or others responsible for keeping on top of these reports!
By the way, do you know (or could somebody in the City Finance Dept find out) — didn't the City have a part of its official
web site a link to some of the documents related to the binding arbitration ruling? If it is still available online, how can one
navigate to them? If they were taken down, no problem — but I would like to gain access to them at some point. I was only
able to locate a one -page Q &A form at http ://www.ci.san- luis- obispo.ca.us /downloads /BAQA.pdf, which I located through
Google.
Thanks for your help, as always.

Candidate Statement of Qualifications. -- Jahn B. Ashbaugh
Patricia and I arrived in San Luis Obispo in 1977. We launched our careers, built our
home, and raised our family here. For fourteen years I owned an environmental
consulting firm downtown, serving mostly public agencies (including the City) on several
projects. I was the founding director of the SLO Land Conservancy.
My current profession is teaching: I substitute in local secondary schools and teach U.S.
and California history part-time at Hancock College. I've also taught at Cal Poly in the
History and City Planning Departments, and hold degrees in city planning, landscape
architecture, and education.
I've served over four years on the Planning Commission, where I am now Vice - Chair.
I've been a volunteer and leader in many local organizations, including the SLO County
Water Resources Advisory Committee, Sierra Club, Transitions, Bishops Peak PTA, SLO
High School 24 -Hour Relay Committee, California Conservation Corps Advisory
Council, and SLO Morning Kiwanis.
I want a San Luis Obispo that continues to welcome and delight families, young people,
retirees, businesses, workers, shoppers, and visitors. I'm very concerned about the future
we face, but I am confident that together, we can shape that future to a common vision of
sustainable growth, renewable energy, and a diverse community.

person from registering to vote, enrolling to vote, or voting.
(5) 1 SHALL NOT coerce election help or campaign contributions for myself or for any
other candidate from my employees.
(6) 1 SHALL IMMEDIATELY AND PUBLICLY REPUDIATE support deriving from any

It is the ultimate intent of the Legislature that every candidate for public office in this state
who subscribes to the Code of Fair Campaign Practices will follow the basic principles of decency,
honesty, and fair play in order that, after vigorously contested, but fairly conducted campaigns, the
citizens of this state may exercise their constitutional right to vote, free from dishonest and unethical
practices which tend to prevent the full and free expression of the will of the voters.
The purpose in creating the Code of Fair Campaign Practices is to give voters guidelines
in determining fair play and to encourage candidates to discuss issues instead of untruths or
distortions.
