This is not just government guiding growth, but government competing unfairly with the private sector. It is hostile to private industry and private property rights. In the meanwhile, the City residents will remain without any discount shopping. I support the MarketPlace for two reasons. The first is that the MarketPlace will finally bring some discount shopping to San Luis Obispo. The second -but of more importance to me- is that allowing it to proceed will restore faith that the City government is not pre - empting private property rights in favor of their own development. If the MarketPlace provides a forum for some national names in specialty shopping (let's face it, this is typical regional mall shopping everywhere else in the Country), so what! If it competes with what the downtown can not presently provide without government subsidization or participation, such is as it should be! Respectfully, Diane M. Behn PS. It is my understanding that the proposed center will initially be anchored by a Target Store. You have no doubt heard over and over that people drive to Santa Maria to shop at their target, Costco, and the like. The Behn family is living proof. The reason: Price & selection. We do not have a budget which allows us the luxury of 100% specialty shopping in downtown San Luis Obispo. Young families like ours need a quality discount department store for such purchases as kid's clothes, toys, electronics, inexpensive sporting goods items, housewares and holiday "stuff'. A few more of the retailers we hear may come along with this project, such as the 25,000 sf Old Navy store, are anxiously awaited. My Jr. high schooler & high schooler insisted I drive them to in Camarillo /Oxnard two weekends ago, specifically to shop at Old Navy. We saw no less than 12 of their friends there, making the same back -to- school shopping sweep. I resented driving 2 % hours each way to shop when I have been told Old Navy committed to put a store in the Marketplace some time ago. It would seem that the City recognizes that there is a difference between discount regional mall type shopping and specialty shopping, and might be willing to alloyV1 the -_ Target a location here but for the fact that the MarketPlace will have space for smaller sized regional mall retailers. The issue the City seems to be fraught with is whether the proposed MarketPlace would compete with the downtown specialty shopping for national small to mid -sized specialty retailers CUrrently not located here. There currently is no suitable location with proximate parking in the downtown area for the national retailers who have indicated a willingness to locate here such as Banana Republic, P•bttery,$arn, Gap Baby,:and a handful of other national names. The offer of the Dalidio family to give their abundant aquifer water to the City is a generous gift that should not overlooked. Water may not sound as enticing as public art and shopping plazas, but it is critically important to our well being. Well, it's my belief that this newly proposed center will help attract new people to the downtown — not take them away. It is my understanding that the proposed center will initially be anchored by a Target Store. You have no doubt heard over and over that people drive to Santa Maria to shop at their target, Costco, and the like. The Behn family is living proof. The reason: Price & selection. We do not have a budget which allows us the luxury of 100% specialty shopping in downtown San Luis Obispo. Young families like ours need a quality discount department store for such purchases as kid's clothes, toys, electronics, inexpensive sporting goods items, housewares and holiday "stuff ". Seems like we have been to hundreds of birthday parties. Current retailers for gifts in SLO include Longs Drug Store, RiteAid, or- if you are a lottery winner- Tom's Toys. You apparently have never been a parent of young kids, faced with the responsibility of purchasing birthday presents weekend after weekend or you would be crying out your urgent support for the arrival of a Target store. A few more of the retailers we hear may come along with this project, such as the 25,000 sf Old Navy store would be more than welcome. My Jr. high schooler & high schooler insisted I drive them to in Camarillo /Oxnard last weekend to shop there. We saw no less than 12 of their friends there, making the same back -to- school shopping sweep. I resented driving 2 % hours each way to shop when I have been told Old Navy committed to put a store in the Marketplace some time ago. It is time to recognize that This City is a regional shopping hub for the County. Discount regional mall shopping is a different thing than the downtown specialty store shopping. The shoppers of this County and City want and can support both. I bet we would find that the addition of the discount shopping helped all of the SLO retailers. One final point: The location of The Marketplace makes sense. It "adds to" the existing Regional Hub, as it is compact and abuts the Central Coast Mall, rather than beginning a type of "Mall Sprawl" that the proposed Madonna Froon Ranch would have sprouted. Obviously, I do not want SLO to become an overgrown Los Angeles, however, we are in need of adequate shopping to attract businesses as well as new members of the community. Environment - I understand we are building approximately 500 new homes. Do you realize the effect on traffic congestion and air quality as these new home owners start driving all over town to find products. In most cases the local stores do not have adequate stock. We have found that after running to four or five hardware stores we end up going to Santa Maria Home Depot for supplies. The new home owners will also be driving to Grover Beach and Atascadero for the Target and Wall Mart prices, much less Costco. Let's face it, does the freeway exhaust really make that lettuce so appealing. Tax Base - In the past year I have spent at the Home Depot in Santa Maria $3,636.39 compared to $260.61 at the Pacific Home Do It Center and $227.67 at True Value. I have spent $2,112.65 at Bed, Bath & Beyond and other linen houses. To be honest the selection locally is pitiful. I've not included what I have spent at Nordstrom and Macy's, although I have spent a hhefty amount at Gottschalk. Sense of Community - While the downtown is quaint and fun, it is limited. It seems to me the focal for the shopping and eating is for the tourist and the students. We have an entire community of adults and families here that want to shop and want to eat. I very much miss sit down restaurants that are above greasy hamburgers, but less expensive than Cafe Roma. What we don't need is one more better Italian restaurant. I don't know if you have had the opportunity to view some of the newer, smaller retail developments in Westlake, Calabassas and Thousand Oaks. They are lovely. A challenge to the architect. I recently strolled around the Calabassas Commons and found it a charming place. It is very well done with large as well as small shops and a very nice restaurant area. The people of the above communities use these shopping centers as gathering places. What SLO is lacking is a variety of shopping center. As far as I know, not even the labor used in the fields comes from San Luis Obispo and very little if any of their wages are spent here. I know from my own experience that raising row crops does not generate enough income to continue farming on a long term basis. Clearly, there is a need for additional retail considering the loss in city tax revenues to the south and north. Construction of San Luis Marketplace offers our city a unique opportunity to use sales tax revenues to pay for the Prado road overpass, giving a terrific boost to the eventual Prado Road expansion, relieving traffic congestion on Madonna Road and Los Osos Valley Road, and enhancing the retail viability of all of the retail outlets in that area including the revamped Central Coast Mall. Without property costs to the taxpayers of the City, San Luis Obispo will add almost sixty acres to the permanent open space. We all want open space. But as Measure O proved, we're not willing to pay for it. Loss of open space and viable farmland is important to all of us. Maintenance of our economy and infrastructure is, as well. I believe the best use of the property is for it to remain in agriculture. Organic farming and the desire for fresh locally grown produce has been increasing and this is helping to support our local farmers. I would like to see Laguna Lake extended to a very small portion of the property with a creek walk and a park on the land closest to Madonna Road. Some of the best views of the Sister Peaks are from that property. It would be nice if it was available for the public to use and enjoy. If any of it must be developed I'd prefer it not extend beyond the post office stretch to 101. With residential placed close to the development and leaving plenty of open space. I am concerned that by developing any of this land it will become more difficult to profit from it agriculturally. The desire for an overpass there has been increasing for a long time. I would prefer to see support and funding come from the new residential and commercial developments off of South Higuera and Tank Farm Road. I would rather see contributions from that growth pay for the overpass rather than rely on this proposed property development of S.L.O. Market Place, as tempting as it must be. It is a sensitive area to be treasured because of the Monarch butterflies, and the birds such as the Blue Heron that have made it their home. I wonder if the perimeter of the property could be put to use as an Equestrian riding path? Provided it would be compatible and not negatively impact the unique area, while preserving and enhancing it's historic value. I am concerned that any changes will mean that the birds and butterflies will not be as interested in living there. That S.L.O. will not be as interesting to others or myself. Throughout S.L.O. there are many struggling existing business locations. I would rather see them succeed before I would support the new commercial development of this property. Among them The Central Coast Mall and Downtown S.L.O. which are not thriving economically. They struggle to become a more vital part of our community and deserve to succeed before this property is ever developed. There are many other properties better suited for this development within our community. Once paved over this land is lost as the desirable natural resource it is. I am confused as to why we continue to build on agricultural land. I was taught California's rich soils and ideal climate could feed the world. It's located on the bus route and it gives us the shopping we need to stay home from Santa Maria. This process took more than a year and a lot of difficult decisions were made. It was the consensus of those individuals who had input into the General Plan that the development of the Dalidio land was the natural direction for retail growth to take place. We need those types of retailers that residents must travel outside the city of San Luis Obispo to shop at. We have no major home improvement store and no reasonably priced all- purpose store like Target, or Costco and no large pet stores. Not only do we need these types of stores, these are the types of stores downtown cannot accommodate. Can you imagine carrying your 100 -pound sack of bargain priced dog food to your car parked 4 blocks away on the 2nd floor of a parking structure? The same would apply to sheets of plywood, sacks of fertilizer or any large items you might purchase. The Dalidio land is the perfect place to locate these types of larger stores. I look forward to having better shopping in San Luis Obispo so I do not have to continue to drive to Santa Maria to visit these type stores. This process was laborious and many difficult decisions were made. My husband and I lived here several years ago and after a short time away, could not wait to return to the Central Coast. This is our home and no one wants to preserve the beauty and tranquillity of the lifestyle more than I do. While I agree that putting these "box stores" downtown is unthinkable, the fact of the matter is that residents of this community are leaving here to shop as far away as 40 miles to save money and to make major purposes. The bottom line is that family income is being spent by residents of this community to improve the economy and livelihood of cities other than this one. The economy will continue to dictate this trend. The Dalidio land is the right place to locate these large retail stores. I believe with the right planning San Luis Obispo can provide better shopping for its residents, keep their dollars here, and maintain the beauty and serenity of this lovely place. After that time alternate sources (Santa Margarita and Whale Rock) were developed and used. Discussion between the public and commissioners made it sound like if the Dalidio property were annexed for retail, residential and open space use, rights to the aquifer would revert back to the City. Considering the uncertain future of water development in North County, and the unquestioned need for new sources in San Luis Obispo, it would be irresponsible not to go forward with this development. What can we do to make it happen? We don't want San Luis to look like Santa Maria, with it's sprawling brick buildings lined up along the freeway. We don't want the renowned San Luis character or downtown area to be negatively impacted by developing another shopping center. But, as I have learned, this proposed site is away from the freeway, and isn't going to be built in the typical big -box fashion. The architecture has been designed to fit into the SLO character. I don't see the Marketplace as competition for the downtown area. Target is a totally different type of store than what we have downtown, and will add to the SLO appeal, not detract from it. In exchange for permission from the city to do this, the Dalidio family is willing turn over about half of its land to the city to preserve as open space, add to Laguna Park, or whatever it wishes. If this deal goes through — and I hope it does I pray city officials don't do to this "gateway to the city" what they did to the public's own property right across the freeway. Look up "homely" and you'll find a picture of this city property: bus barns, a sewage plant, chronic stink, road maintenance yards, heavy equipment, truck traffic, windowless buildings, and other trailer -trash amenities that would make Jethro Clampett proud. The Dalidio plan is a good one. It makes sense. I encourage you to go forward with annexation.
