HomeMy WebLinkAbout06-09-2015 Minutes�~i r Council Minutes City Hall, 990 Palm Street, San Luis Obispo Tuesday, June 9, 2015 Special Meetings of the City Council CALL TO ORDER A Special Meeting of the San Luis Obispo City Council was called to order on Tuesday, June 9, 2015 at 5:00 p.m. in the Council Chambers, located at 990 Palm Street, San Luis Obispo, California, by Mayor Marx. ROLL CALL Council Members Present: Council Members Dan Carpenter, Carlyn Christianson, Dan Rivoire, Vice Mayor John Ashbaugh, and Mayor Jan Marx. Council Members Absent: None City Staff Present: Katie Lichtig, City Manager; Christine Dietrick, City Attorney; Michael Codron, Assistant City Manager; and Anthony Mejia, City Clerk; were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. PLEDGE OF ALLEGIANCE Council Member Rivoire led the Pledge of Allegiance. BUSINESS ITEM /BUDGET WORKSHOP 131. PRELIMINARY 2015 -17 FINANCIAL PLAN City Manager Lichtig, Assistant City Manager Codron, Finance and Information Technology Director Padilla, and Interim Information and Financial Planning Director Stilwell narrated a PowerPoint presentation entitled "Preliminary Budget Review, City Council Workshop #1" and responded to Council inquiries. Lea _Brooks, San Luis Obispo County Bicycle Coalition, San Luis Obispo, suggested that Council urge Caltrans to initiate closure of the freeway ramps at Broad Street; expressed disappointment with the diversion of funds earmarked for Bicycle Transportation Plan implementation to the Octagon Barn project, noting if funds are used, it should be limited to work on the Bob Jones Trail. San Luis Obispo City Council Minutes of June 9, 2015 Page 2 Myron Amerine, San Luis Obispo, spoke in favor of the Bicycle Advisory Committee project rankings; expressed support for funding bicycle facility improvements at the Octagon Barn Center. Jonathan Roberts, San Luis Obispo, urged Council to move forward with the Broad Street Bike Boulevard, noting the importance of completing safe routes to school; suggested prioritizing projects that improve bicycle safety for riders going to school. Daniel Bohlman, Land Conservancy of San Luis Obispo County, San Luis Obispo, requested Council support for funding the Octagon Barn Center; noted that the Land Conservancy has obtained grant funding to help construct the project. Penny RRappa, Land Conservancy of San Luis Obispo County, Avila Valley, spoke in support of allocating funding for the completion of the Octagon Barn Center, pointing out that a considerable amount of funding has already been raised. Brooke Langle, Land Conservancy of San Luis Obispo County, San Luis Obispo, urged Council to support a contribution to help complete the Octagon Barn Center; conveyed a desire that Council identify an alternative funding source other than the Bicycle Transportation Plan implementation funds. Scott Bisheff, San Luis Obispo, expressed gratitude to Council for prioritizing the Broad Street Bike Boulevard, noting that it will improve pedestrian safety for children. Zirwan Molud, Exchange student from Philippines, spoke in support for the Octagon Barn Center project. Herb Kandel. Land Conservancy of San Luis Obispo County, spoke on the importance of improving parking and restroom facilities at the Octagon Barn Center. Lisa Lange, San Luis Obispo, voiced support for the Octagon Barn Center project. Dedef Lame, Tourist from Germany, stated that tourist are interested in visiting the Octagon Barn Center. Arnold Ruiz, San Luis Obispo, voiced support for moving forward with the dredging of Laguna Lake; opined that the lake needs to be dredged 20 -feet deep with a canal sufficient for fishing. James Lopes, Save our Downtown, San Luis Obispo, spoke in support of updating the Downtown Concept Plan, Community Design Guidelines, and Zoning Code; suggested zoning amendments to restrict alcohol outlets in the downtown area and the inclusion of a street tree plan and creek landscaping plan. Michelle Tasse Ff. San Luis Obispo, spoke in support of preserving the Octagon Barn and moving forward with completion of the Octagon Barn Center. San Luis Obispo City Council Minutes of June 9, 2015 Page Charlene Rosales, Chamber of Commerce, spoke in support of the expansion of Mission Plaza, infrastructure fee update, and the Infrastructure Investment Capital Fund; expressed concern regarding the rental housing inspection program. Steve Barasch, San Luis Obispo Property and Business Owners Association, San Luis Obispo, expressed concern that the City is adding additional full -time staff and growing the budget out of proportion to growth in population; pointed out that Government Accounting Standard Board (GASB) regulations have been amended to require the listing of unfunded pension liabilities as debt. Sandra Rowley, Residents for Quality Neighborhoods (RQN), San Luis Obispo, conveyed support for adding a neighborhood compatibility work task in the Neighborhood Wellness Other Important Objective Work Program. Council recessed at 7:00 p.m. and reconvened at 7:25 p.m., with all Council Members present. During the course of discussion, the City Council reached consensus and directed that the following should be part of the 2015 -17 Financial Plan: 1. A contribution of $22,000 towards the removal of the Jack House elevator, noting that an additional $22,000 of funding will be provided by the Friends of the Jack House and the Endowment Trust Fund. 2. The Neighborhood Wellness Other Important Objective Work Program should be amended to add a work task to implement Land Use and Circulation Element Section 2.1.3, Neighborhood Compatibility. 3. A contribution of $206,000 towards completion of the Octagon Barn Center. 4. An allocation of $75,000 for additional ranger staffing and associated vehicle. 5. Restoration of funding for Highland/Chorro Bicycle Improvements. 6. Funding for the Broad Street Bike Boulevard Plan Development. ADJOURNMENT Adjourn to a Special Meeting to be held on June 11, 2015 at 4:00 p.m. in the City Council Chamber, 990 Palm Street, San Luis Obispo, California, for the purpose of reviewing the preliminary 2015 -17 Financial Plan relative to the Capital Improvement Plan. The next Regular Meeting will be held on June 16, 2015 at 6:00 p.m. in the City Council Chamber, 990 Palm Street, San Luis Obispo, California. A public hearing will be conducted regarding the 2015 -17 Financial Plan relative to Enterprise Funds, including parking, transit, water, and sewer. San Luis Obispo City Council Minutes of June 9, 2015 Page 4 An Adjourned Regular Meeting will be held on June 23, 2015 at 5:00 p.m. in the City Council Chamber, 990 Palm Street, San Luis Obispo, California, for the purpose of considering adoption of the 2015 -17 Financial Plan.
