SUBJECT: MARSH-HIGUERA-CALIFORNIA SEWERLINE REPLACEMENT,
SPECIFICATION NO. 91186
RECOMMENDATIONS
1. Approve plans and specifications for the Marsh-Higuera-California Sewerline Replacement
Project, Specification No. 91186.
2. Authorize staff to advertise for bids, and authorize the City Manager to award the contract if
the lowest responsible bid is within the Engineer’s Estimate of $870,000.
DISCUSSION
Background
Replacement of wastewater collection pipes is part of an ongoing program to replace aging,
deteriorating, or otherwise troublesome sewer infrastructure. This program has several objectives,
including, provide uninterrupted sewage flow, eliminate potential health hazards and/or effluent
leakage, reduce the need for emergency repairs, and reduce maintenance requirements. Consistent
with these program objectives, this project includes the replacement of sewer pipelines in the
vicinity of California Boulevard and Higuera Street and the removal of two sewerlines beneath the
railroad tracks.
Project
This project is located on portions of California Boulevard, Higuera Street, Marsh Street, and
Grove Street (see Attachment 1). Included within the project area are two locations where the
existing sewerlines cross under the railroad tracks. In recent years, there has been an ongoing
effort to eliminate existing railroad crossings from the sewer system wherever possible due to
potential problems which could arise in the event of a pipeline failure at these crossings.
In September 2013, a study by Filippin Engineering examined the feasibility of eliminating the
existing sewerline railroad crossings at Higuera Street and at Marsh Street. The study concluded
that it would be feasible to eliminate these crossings by directing the sewer flow away from the
railroad tracks and into a new sewer collection line on California Boulevard.
Coordination with Other Construction Activity
In June 2015, construction began on the California Boulevard and Johnson Avenue 16-inch
Waterline Replacement project with a scheduled completion of December 2015. Both the
waterline replacement project and the sewerline replacement projects include construction on
California Boulevard between Monterey Street and Marsh Street. The strategy of bidding this
sewer replacement project prior to the completion of the waterline project will provide flexibility
in coordinating construction work on these two blocks of California Boulevard. Additionally,

work hours on California Blvd are limited to occur between the hours of 9:00 am and 2:00 pm
due to the proximity of San Luis Obispo High School. These measures are proposed in an effort
to minimize the public inconvenience.
ENVIRONMENTAL REVIEW
The Community Development Department has issued a Notice of Exemption pursuant to Section
15302 (Replacement or Reconstruction) of the California Environmental Quality Act Guidelines.
FISCAL IMPACT
The project is included in the 2015-17 Financial Plan, Appendix B, which budgets $960,000 for
the construction of this project in 2015-16. The Wastewater Collections System Construction
Master Account currently has a balance of $1,732,348, and an additional $1,456,000 has been
programmed for the 2015-16 fiscal year.
A budget amendment request will be completed at the time of contract award to transfer funding
into this project’s account. The estimated project costs are shown below:
