CALLING A SPECIAL ELECTION AND SUBMITTING TO THE
QUALIFIED ELECTORS OF THE CITY OF SAN LUIS OBISPO
THE PROPOSITION OF INCURRING A DEBT AND BONDING
SAID CITY FOR CERTAIN MUNICIPAL IMPROVEMENTS AND
CONSOLIDATING SAID ELECTION WITH THE GENERAL
UNICIPAL ELECTION TO BE MELD IN SAID CITY ON THE
3RD DAY OF APRIL, 1939.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AS FOLLOIS:
SECTION 1. A special municipal election is hereby called and the
proposition of incurring a debt and bonding said City in the amount and
for the purposes hereinafter set forth is submitted and at said election
will be submitted to the qualified electors of said City.
SECTION 2. The objects and purposes for vhich said indebtedness
is proposed to be incurred, and the estimated cost of the proposed acqui-
sitions and improvements are as follows, to-wit:
The enlarging, shaping and reconditioning of the two water reservoirs
of the City of San Luis Obispo, the paving or lining of both of said
reservoirs and the construction of roofs for said reservoirs, the acquisi-
tion and installation of pipe lines, mechanical equipment, apparatus and
incidental material and equipment in connection with the improvements to
slid reservoirs, and the construction of appropriate housing for such
equipment and apparatus, together with the acquisition and construction
of distributing mains and other work, material and equipment, all to be
used in the improvement of the water supply and water system of said City.
The estimated cost of the acquisition., construction and completion
of the aforesaid improvements to the water system of the City of San Luis
Obispo is the sum of Fifty Thousand ($50,000.00) Dollars.
SECTION 3. By Resolution No. 403 (New Series) regularly adopted at
a previous meeting of this Council by favorable vote of four - fifths of
all the members of this Council it was deter�iiined and declared that all
the improvements and acquisitions mentioned in Section 2 of this
Ordinance are demanded. by the public interest and by the public necessity;
that the estimated cost thereof is as set forth in said Section 2; and
that the cost of said acquisition and improvements, and of each thereof,

is too great to be paid out of the ordinary annual income and revenue of
said City.
SECTION 4. The amount of the principal of the indebtedness proposed
to be incurred is $50,000.00, and the rate of interest to be paid on
said indebtedness shall not exceed four's per cent per annum,
payable semi - annually, both principal and interest payable in lawful
money of the United States of America.
SECTION 5. The manner of holding said election shall be as follows:
(1) As provided for in this Ordinance.
(2) As provided by law for holding elections of the kind herein
called in said City.
Tickets must be of ordinary election ticket paper and of such size
and shape as to contain the proposition to be submitted at the election
hereby called. The heading of such tickets must be substantially as
follows: "General municipal Election and Consolidated Bond Election,
City of San Luis Obispo."
The proposition to be submitted at such election must be printed on
such tickets substantially as follows:
Shall the City of San Luis Obispo incur a
bonded indebtedness in the sum of $ 50,000.00 for
the object and purpose of enlarging, shaping, re
conditioning, paving and roofing of both water
reservoirs of said City, and the acquisition and
installation of pipe lines, mechanical equipment,
housing and incidental material and equipment in
connection with such improvement, together with
the acquisition and construction of distributing
mains and other work, material and equipment, all
to be used in the improvement of the water supply
and water system of said City.

Said words "YES" and "NO« shall be opposite said proposition and in
separate lines and opposite each of said words "YES" and "NO ", there shall
be a voting square.
Each voter shall indicate his wish to vote in favor of the proposi-
tion by stamping or causing to be stamped a cross (X) in the voting square
opposite the word "YES" and shall indicate his wish to vote against the
proposition by stamping or causing to be stamped a cross (x) in the vot-
ing square opposite the word 11NO ".
Substantially the following shall be printed at the top of the face
of the ticket:
ttINSTRUCTIONS TO VOTERS: To vote in favor of the bond provision,
stamp a cross (X) in the voting square opposite the word, ttYEStt. To
vote against the bond.provision, stamp a cross (X) in the voting square
opposite the word, "NOti. All marks otherwise made are forbidden. All
distinguishing marks or erasures are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot, return it to the
Inspector of Election, and obtain a.nother.tt
SECTION 6. Said. election is hereby called for and shall be held. on
the'3rd day of April, 1939, in said. City of San Luis Obispo, end notice
thereof is hereby given.
SECTION 7. The election called by this Ordinance is hereby consoli-
dated with the General Tilunicipal Election to be held in the City of San
Luis Obispo on the 3rd day of April; 1939, and reference is hereby made
to the Election Proclamation and Resolution of the City Council of the
City of San Luis Obispo calling said General Municipal Election, which
said election proclamation and resolution is now on file in the office
of the City Clerk of said. City.
The precincts, polling places and officers of election for the pur-
poses of the election hereby called, shall be the same as those set forth
in said Election Proclamation and Resolution of said City Council, calling
said. General 11unicipa.l Election to be held on the 3rd day of April, 1939.
SECTION 8. This ordinance is hereby declared to be urgent end
necessary to the immediate preservation of the public peace, health and
safety, and shall take effect and be in force from and after its final
passage.
SECTION 9. This Ordinance, together with the Ayes and Noes; shall
be published for two days in the ttDa.ily Telegramtt, a daily newspaper
printed, published and circulated in said City, before its final passage,
and shall thereafter be published once ati day for at least seven days
before said election in said tfDaily Telegram". No other notice of such
election need be given.
