ORDINANCE No. 253 (New Series)
AN ORDINANCE PROHIBITING THE DISCiiiiRGE OF CERTAIN
SUBSTANCES INTO THE S.t NITARY SEWER SYSTEM OF Ti1E
CITY OF SAN LUIS Oi3ISPO, DECLARING THIS ORDINTLNCE
TO BE AN URGENCY ORDINANCE AND PROVIDING PEN.!ILTI ES
FOR THE VIOLATION THEREOF.
BE IT ORDAINED by the Council of the City of San Luis Obispo
as follows:
SECTION L. It shall be unlawful to place, deposit or discharge,*
or to cause, suffer or permit to be placed, deposited, or discharged,
either directly or indirectly, into the public sanitary sewer of the City
of San Luis Obispo or into any lateral connected therewith, whether
within or outside of the corporate limits of said City, or on or upon
any street, alley or public place, or on or upon any private property or
any other place in such manner that the same will be permitted to run into
any such sewer or lateral, any of the following substances:
(a) Any cleaning solvent, or any gasoline, kerosene, naptha or
other petroleum product having a gravity of 50 degrees Baume or more.
(b) Any oil,. petroleum, liquid asphaltum or petroleum product
having a gravity of less than 50 degrees Baume, unless the premises
where any such substance is-deposited or discharged into the sanitary
sewer is equipped with an adequate intercepting appliance, commonly
called a "grease trap ", in efficient working condition.
(c) Any refuse or industrial waste, other than household domestic
sewage, that will not readily disintegrate in the sewer treatment plant
or that will cause or tend to cause obstructions in the sewer system or
the sewage treatment plant, or interfere or tend to interfere with the
efficient and successful operation of said system or said plant.
(d) Any chemicals or waste destructive of masonry.
SECTION 2. Any person who shall violate any provision of this
ordinance shall be guilty of a misdemeanor and upon conviction thereof
shall be punishable by a fine not exceeding $500.00 or by imprisonment
in tale County jail of the County of San Luis Obispo, not exceeding six
months, or by both such fine and imprisonment.
SECTION 3. This ordinance is hereby declared to be an emergency
measure necessary for the preservation of the public health and safety,
and shall take effect and be in force from and after its final passage
and adoption. The following is a specific statement showing the urgency
of this ordinance:
With the completion by the City of San Luis Obispo of its new
sewage treatment plant and the installation therein of certain mechanical
equipment, the discharge into the sewer system of the substances mentioned
in this ordinance prevents the efficient operation of such plant and has
already seriously interfered with the operation of such plant and has
made necessary certain repairs.
SECTION 4. This ordinance, together with the Ayes and Noes
shall be published for two days before its final passage in the Telegram -
Tribune, a daily newspaper, printed, published and. circulated in said
City.
