The monthly "meter minimum ,charges" shall be charged for each billing month or portion thereof regardless of water actually consumed. _ (d) Provided that any consumer, having a single unit system, water to which is furnished from the City mains through two or more meters for the convenience of this department and consumer, may for the purpose of computing the monthly statement be considered as a single account subject to the collection of meter minimum as prescribed. -4- . (e) Where two oi pore single family: dwellings owned by the same person are situated on ° the same lot or parcel of land and . have only one frontage on the same street or road, said dwellings maybe furnished with water :through one service connection and meter by permission from the.Superintendent of the Water Department. (f) Churches and charitable institutions shall be allowed a mini- mum quantity of 1000. cubic feet' of water each month at.no charge Any quantity of water used in excess of.1000 cubic feet shall be charged at the established, above mentioned.. W In the case of an existing building constructed prior to the effective date of this Ordinance , in which are located offices, stores, -5.. shops, or other business establishments exclusive of.restaurants, hotels, and rooming houses where water is now furnishd through a service con- , 1. nection without a meter, the owner of such building.or the person in- charge of the management and control of the same shall be charged the flat rate of $2.00 each month for each individual occupancy in said building. (j) In the case of restaurants, hotels or rooming.houses located in an existing building constructed prior -to'the effective date of this Ordinance and where such occupancies are now furnished water through an unmetered connection shall be charged as.f,ollows: Occupancy Flat Rate or Charge per Month Restaurants $15.00 Hotels.a.nd /or $2,.00 plus $0.75 per room where Rooming Houses bath facilities are provided or $0.20 per room where bath facil- ities are not provided. (k) In the case of'` offices,.` stores, shops, `.rooms or, other business establishments are furnished water through a single service.-connection- and meter, there shall be charged to the owner or person having manage- ment and control of the same the established meter minimum charge for the first occupancy and the sum of $1.00 for_ each additional occupancy which shall entitle the customer to 1000 cubic feet:of. water for the first oc- cupancy and to 500 cubic feet of water for: each occupancy in excess of one. (1) In the case of motels and /or auto courts'wherean individual unite or cabins are provided with kitchen facilities in addition to -the r regular toilet and bathing facilities, served by a single service con nect`ion, there shall be charged to the owner. or person having the manage- ment and control of the same, in addition to,the prescribed.monthly meter Minimum charge, the sum of $0.40 each month for each,and every cabin or unit within said City and the sum'of $0.60 each month for each and every cabin or unit outside of said City which will entitle the customer to an additional allowance of 200 cubic feet of water for each additional minimum charge. (m) In the case of auto trailer camps served by a single service connection and meter, there shall be charged to the. owner or person having management and control of the same, in additlonf:to the prescribed moft, -6- meter minimum charge, the sum of $0.40 each month for each and every trailer space.within said City and the sum of $0.60 each month for each and every trailer space outside said City which will entitle the cus- tomer to an additional allowance of (#{&) cubic feet of water for each additional minimum charge. (n) In the case of circuses, carnivals and traveling shows re- quiring temporary water service a flat.rate of $7.50 for each day shall be charged where connection is made to a fire hydrant. (o) In the case•of water furnished to a tank truck, the minimum charge shall•be $0.75 per tank of not over 1000 gallons. (p) A minimum charge of $1.00 per month for each fire hydrant shall be transferred. from Public Health and Safety Funds to the Water Department Fund. Provided that if the amount of any bill shall not be an exact mul- tiple of five cents, such bills shall be reduced or increased to the next nearest multiple of five cents; SECTION 6: PRIVATE FIRE LINES. Rate for private fire line service when meter is no.t required. (a) WITHIN THE CITY: Each 12 inch service $10.00 per-annum, payable semi - annually. Each 2 inch service $12.00 per annum, pa.ya:gle: semi- annually. Each 4 inch service X25.00 per annum, payable semi - annually. Each 6 inch service $60..00.per annum, payable semi- annually. If such line is found tapped for domestic use, a meter shall be in- stalled on such service at the expense of such consumer and the regular meter rates shall be.charged thereafter. The right shall be reserved to disconnect such fire •service from the Cityt, -s main by direction of the Council on recommendation of the Superintendent of the Water Department. SECTION.7: 'APPLICATION FOR - TURNING ON WATER. (a) After the water has been shutoff from a.ny premises, it shall not again be connected until the Department has received written application; such application shall.be on blanks furnished by the City, and. shall be signed by the owner or his agent, which owner shall be liable for all-water furnished thereto. (b) In the event that the applicant shall not be the owner in fee of the property to be supplied with water and such owner of the premise,, -7- shall refuse to be jointly liable for the payment of the water bills, the dater Department ,shall require from the tenant a deposit of five, (5.00) dollars on average dwellings. On larger - residences, commercial service_, or where conditions necessitate a larger consumption, the deposit s.h,all rep - resent an.estimated :,amount equal to not Tess than three month's estimated maximum consumption. Such e.stimate shall be made by the Superintendent of sa i City's Water Works Department or by. some official of said Department qualified to make the same. When the; foregoing conditions are fulfilled, the Water Depart - ment is then obligated to turn on the water for the qualified consumer. SECTION i CONSUMER RESPONSIBLE. Each consumer shall be re- sp?_"�_Ia.sible to the City of San Luis Obispo for the payment of water delivered through his service connection or meter. SECTION 9: VACATING PREMISES. When ever a consumer shall vacate any premises, he shall immediately give written notice thereof in the Water Department. Upon the receipt of such notice, said de- partment shall read the water meter, shut off the water from said premises and immediately present to said consumer all unpaid bills for water furnished by the City to him up to that time. Thereupon said consumer shall.pay said bills to the Water Department. In the event that said consumer shall.have made a deposit with said department, as required in Section 7 of this Ofdinance, the balance, if any, of such deposit shall be returned to the consumer, after deducting therefrom the amount of said bills. Until such notice and payments shall have been made, said premises shall be deemed occupied by such consumer and his liability continued. SECTION 10: WATER USED AFTER OFFICIAL DISCONTINUANCE (a) No person other than an official or employee of the Water Department, shall turn on water from the city mains without a written permit from the Sup - erintendent of said department. SECTION 13: PENALTY FOR;WASTAGE. •Ea.ch,and every consumer shall at 9.11 times maintain in good repair all of his water pipes, .faucets, valves, plumbing,.fixtures,..or. a;ny, other appliances., to prevent waste of water. Where any consumer wilfully neglects to make such necessary repairs the water shall be shut off and. sealed by said department and shall not be turned on again until such repairs have been made to the satisfaction of t1e.department and a turn on fee of Two Dollars ($2.00) paid by said consumer to the said department. SECTION 14: USE OF FIRE HYDRANTS. (a) Public fire hydrants shall be placed, maintained and.'repa.ired by the water works department. Any . damage thereto -by persons or agency other .than representatives of the fire or water departments, shall be a claim against the person or agency committing such damage, and the superintendent of the water department shall take such action as.may be necessary to collect the same., (b) Fire .hydrants are provided .for the sole purpose 'of 'exting.Ueh- ing fires and..shali be used otherwise.only as herein provided for, and shall be opened and used only by the water and fire departments or such persons as may be authorized to do so by the Chief of the Fire Department or the Superintendent of the Water Department as herein provided.. (c) All persons, firms or corporations desiring to use water through fire hydrants, or other hydrants, owned or controlled by the City, shall, be required to obtain -a permit, . first, from the Chief of Fire Department,. .second, from the.-Super intendent of.the,.Water Works Department who shall issue no such permit to any person who has violated any of the provisions of this Ordinance or whose indebtedness to the City for water used or, damage to hydrants or equipment is delinquent. If at the time the permit is issued the applicant estimates that he will use more than the minimum amount of water from a fire hydrant, the Water Superintendent may install a temporary meter for the measurement of the water used from said fire hydrant and the consumer shall pay for such water at the rates provided for in Section 4, hereof. SECTION 15: UNLAWFUL TO OB- STRUCT FIRE HYDRANTS. No per- son or persons shall place upon, or about a fire hydrant, curbcock, water meter, or water gate connected with the water system of said City, any object, material, debris, or structure of any kind that shall prevent free access to the same at all times. SECTION. 16: IN CASE OF FIRE. In case of fire, consumers shall be required to shut off all irrigation or any steady flow of water being used when the fighting of any fire reason- ably necessitates the same. SECTION 17: CONSUMER'S RE- SPONSIBILITY. (a) All meters of the water department shall be placed at the curb line of the street whenever and wherever practicable, and be pro- tected and maintained as a part of the operation of the department. (b) Where a water meter has been installed inside the premises of a con- sumer prior to the effective date of this Ordinance, for the convenience of said consumer, provision shall be made for convenient meter reading and repairing by representatives of the department. Failure to make such provision by the consumer shall be sufficient cause for removal of such meter at the option of the Superintend- ent of the department and the with- holding of service until connection is made at the curb line as herein pro- vided. (c) The City of San Luis Obispo shall in no way whatsoever be re- sponsible for any damage to person or property because of any leakage, 'breakage or seepage from or accident or damage to any meter or pipe situated within any private premises, and said City shall not be responsible for any leakage, breakage or seepage from any pipe situated between any meter proper- ty installed at the curb and the private premises served thereby, nor shall said City be responsible for or on account of any damage, injury or loss occasioned directly or indirectly by the existence of any meter or pipe situate upon private property. SECTION 18: RIGHT OF INSPEC- TION. Any officer, foreman or duly authorized representative of the water works department shall at all times have the right of ingress and egress to the consumer's premises at all rea- sonable hours for any purpose reason- ably connected with the furnishing and conservation of water, for the inspec- tion of the entire water system upon said premises. SECTION 19: REPAIRS ON EXTEN- SIONS. The City of San Luis Obispo reserves the right to shut off the water from any premises, or from any Fof the distributing system, as long as necessary, without notice to consumer, at any time when the ex- igencies of the occasion may require it, but in all cases of extensions or con- nections, said department shall notify consumers of the necessity of shut- ting off water and the probable length of time the water shall be shut off, before taking such action. SECTION 20. DRAWING WATER INTO STEAM BOILERS. No station- ary steam boiler shall be connected di- rectly with the water distribution system of said city, but in each and every case, a suitable tank of storage capacity sufficient for a twelve hours supply for said boiler shall be pro- vided, and the service pipe supplying said tank shall discharge directly into the top of said tank. SECTION 21: CHECK VALVES BY CONSUMERS. Whenever the Superin- tendent of said department shall con- sider it necessary for the safety of the water system to have an approved check valve placed on the property side of any consumer's service, due notice .shall be given to said con- sumer so to do. Said valve shall there- upon be immediately installed at the expense of said consumer. SECTION 22: UNAUTHORIZED CONNECTIONS — TAMPERING. No person shall interfere with or in any manner tamper with any water meter, pipe line, or water service facility of the Department, and in the event that any person shall interfere with or tam- per with any of the same so that re- pairs or adjustments are necessary, wa- ter service to such person shall be dis- continued until the cost of making the necessary repairs or adjustments shall have been paid in advance, and, in ad- dition, such person shall be subject to the penal provisions of this Ordinance. No by -pass or connection between a water meter and a water main shall be made or maintained, without the per- mission in writing of the Superinten- dent. It shall be unlawful for any person other than the authorized agents and employees of the Department, to turn on water after the same has been turned off at any meter or conneetion, or for any reason to take or use water without notifying the Superintendent, or to cut in or make connections with the water mains without permission in writing from the Superintendent. All owners or occupants of property sup- plied with water are prohibited from furnishing water to others without written permission of the Superinten- dent. SECTION 23. No new service con- nection shall be made to the City of San Luis Obispo's water system to any premises outside the limits of said City, unless said 'premises have an established lawful right to connect said premises with said City's water system. SECTION 24: OTHER PENALTIES. In addition to the penalties provided for in this ordinance, any person, firm or corporation violating any of its provisions shall be guilty of a mis- demeanor and shall be punished by a fine of not less than $10.00 nor more than $100.00 or by imprisonment in the jail of said City for not less than five days nor more than thirty days or both such fine and imprisonment. SECTION 25: The rates herein speci- fied shall take effect so as to apply to all water billed to the consumer on or after May 1st, 1949, and shall continue at all times thereafter in full force and effect until changed by ordinance of said City, and nothing in this Or- dinance contained shall be construed as a contract on the part of said City to so furnish its water for any defi- nite period or as a public utility in respect to any water furnished outside of said City. Nothing herein contained shall be deemed to prevent or bar said Citv from recovering from any con- sumer the amount of indebtedness due said City for any water furnished to said consumer prior to the effective date of this amendment at the rates then applicable. SECTION 26: Ordinance No. 20 (New Series) and Ordinance No. 205 (New Series), and all other ordinances or parts of ordinances in conflict with the provisions of this ordinance are here- by repealed. SECTION 27: This ordinance, to- gether with the Ayes and Noes shall be published for two days before its final passage in the Telegram- Tribune, a daily newspaper published and cir- culated in said City. Until such notice and payments shall have been made, said premises shall be deemed occupied by such consumer and his liability con- tinued. SECTION 10: WATER USED AF- TER OFFICIAL DISCONTINUANCE. (a) No person other than an official or employee of the Water Department, shall turn on water from the city mains without a written permit from the Superintendent of said department. (b) When the meter registration shows a consumption after the serv- ices have been officially disconnected, the owner of the property shall be held responsible for such consumption plus a turnon fee of One dollar ($1.00) and the water shall not again be turned on for either owner or tenant until such illegal consumption has been fully paid. SECTION 11: (a) Any consumer may have the accuracy of the meter, through which water is being fur- nished to his premises, examined and tested by the Water Department of sz?d City, by making a written appli- cation therefor to said department upon forms provided by said City for such with aefee and of one dlla accompanying ($.0 )e Upon receipt of such application and fee, said department shall examine and test such meter, and if found to register more than three (3) per cent in excess of the actual quantity of water passing through it, such meter shall be re- moved and another meter installed in lieu thereof, said fee of one dollar ($1.0) returned to the consumer, and his water bill for the current month corrected accordingly; otherwise said fee of one dollar ($1.0) shall be re- tained by and be a part of the funds and revenue of said City. SECTION 12: PENALTY FOR NON- PAYMENT. (a) If any bill shall not be paid on or before the 10th day of the month following the date of mail- ing of said bill the same shall there- upon be delinquent. If any bill shall not be paid within one month after it a become delinquent, the water may roe shut off from the premises of such delinquent consumer, and may not be turned on again for such consumer until all arrearages in water bills of said consumer shall have been paid in full; water service may be disconnect- ed from the premises occupied by, or may be refused to, any such consumer Whose bills are unpaid more than two (2) months for water service sup lied at any other address; provided, how- ever, that any water consumer who is unable to pay his bill for water service may apply in writing to the City Coun- cil who shall have authority to cancel such bill, provided the inability of such consumer to pay the bill be proved to the satisfaction of the City Council. All consumers applying for any such can- cellation of a water bill shall appear before the Council in person or by an agent authorized in writing to present his claim for cancellation. The cancel- lation of any unpaid bill for water service shall not entitle the consumer to cancellation of any future water bill without new application therefor. The decision of the City Council in the matter of such cancellation of de- linquent water bills shall be final. (b) A consumer's water service may be disconnected for non - payment of a bill of said consumer for water serv- ice rendered at a previous location served by the department, provided said bill is not paid within 30 days after presentation at the new location. SECTION 13: PENALTY FOR WASTAGE. Each and every consume:- shall at all times maintain in good re- pair all of his water pipes, faucets, valves, plumbing fixtures, or any other appliances, to prevent waste of water. Where any consumer wilfully ne- glects to make such necessary re- pairs the water shall be shut off and sealed by said department and shall not be turned on again until such repairs have been made to the satis- faction of the department and a turn on fee . of Two Dollars ($2.00) paid by said consumer to the said depart- ment. SECTION 14: USE OF FIRE HY- DRANTS. (a) Public fire hydrants shall be placed, maintained and re- paired by the water works depart- ment. Any damage thereto by persons or agency other than representatives of the fire or water departments, shall be a claim against the person or agency committing such damage, and the superintendent of the water department shall take such action as may be necessary to collect the same. (b) Fire hydrants are provided for the sole purpose of extinguishing fires and shall be used otherwise only as herein provided for, and shall be opened and used only by the water and fire departments or such persons as may be authorized to do so by the Chief of the Fire Department or the Super- intendent of the Water Department as herein provided. (c) All persons, firms or corpora- tions desiring to use water through fire hydrants, or other hydrants owned or controlled by the City, shall be required to obtain a permit, first, from the Chief of Fire Department, second, from the Superintendent of the Water Works Department who shall issue no such permit to any person who has violated any of the provisions of this Ordinance or whose indebtedness to the City for water used or damage to hydrants or equip- ment is delinquent. And all such per- sons having permit for use of water from fire hydrants must provide hydrant wrenches for the operation of such fire hydrants. (d) Permit for the use of water through the fire hydrants of the City may be cancelled at the will of the Superintendent of the Water De- partment on evidence that the holder thereof is or has violated the privi- leges conveyed thereunder. Such notice of cancellation shall be in writing officially delivered to the persons to be notified and shall be immediately effective and enforced. (c) Each of the foregoing mon "meter minimum charges" will ent—e the consumer to the quantity of water such monthly charge will purchase at the established rates set forth in Sec- tion 4 above for all water used in ex- cess of 1000 cubic feet. The monthly "meter minimum charges" shall be charged for each billing month or por- tion thereoof regardless of water ac- tually consumed. . (d) Provided that any consumer, hav- ing a single unit system, water to which is furnished from the City mains through two or more meters for the convenience of this department and consumer, may for the purpose of com- puting the monthly statement be con- sidered as a single account subject to the collection of meter minimums as prescribed. (e) Where two or more single fam- ily dwellings owned by the same per- sons are situated on the same lot or parcel of land and have only one frontage on the same street or road, said dwellings may be furnished with water through one service connection and meter by permission from the Su- perintendent of the Water Department. Under this plan there shall be charged .and collected from the owner or person in reasonable charge thereof, in addi- tion to the minimum rate for water fur- nished through a single connection, the sum of $1.25. each month for each and every single family dwelling within said City and $2.00 each month for each and every single family dwelling -outside said City, not having a separate street frontage, which shall entitle the customer to an additional 600 cubic feet 'of water for each and every dwelling. (f) Churches and charitable institu- tions shall be allowed a minimum quantity of 1000 cubic feet of water each month at no charge. Any quan- tity of water used in excess of 1000 cubic feet shall be charged at the established rates above mentioned. (g) In the case of existing duplexes, that is to say, buildings designed for or occupied exclusively by not more than two families living independently of each .other and being furnished with water through a single connection and % inch meter, there shall be charged to, the owner or responsible person in charge thereof the sum of $2.90 each month for each duplex within said City .and. $5.00 each month for each duplex outside said City, which shall entitle the customer to an additional 600 cu- bic feet -of water for each duplex above the established meter minimum. (h) In. the case of an apartment house or apartment hotel, that is to say, a building or portion thereof used or designed as a residence for three or more families living independently of each other and doing their own cooking In said building, and being furnished water, through a single connection and meter, there shall be charged to the owner or the person having the man- agement and control of the same, the sum of $1.65 for the first occupancy and the sum of $1.00. for each addi- tional occupancy which shall entitle the customer to 1000 cubic feet of wa- ter for the first occupancy and 500 cubic feet of water for each additional occupancy. (i) In the case of an existing build- ing constructed prior to the effective date of this Ordinance in which are located offices, stores, shops, or other business establishments exclusive of restaurants, hotels and rooming houses where water is now furnished through a service connection without a meter, the owner of such building or the per- son in charge of the management and control of the same shall be charged the flat rate of $2.00 each month for each individual occupancv in said building. (j) In the case of restaurants, ho- tels or rooming houses located in an existing building constructed prior to the effective date of this Ordinance and where such occupancies are now fur- nished water through an unmetered connection shall be charged as follows: Flat Rate or Occupancy Charge per Month Restaurants $16.00 $2.00 plus $0.75 per room where bath Hotels and /or facilities are pro - Rooming Houses vided or $0.20 per room where bath facilities are not provided. (k) In the case of offices, stores, shops, rooms or other business estab- lishments are furnished water through a single service connection and meter, there shall be charged to the owner or person having management and control of the same the established meter minimum charge for the first occu- pancy and the sum of $1.00 for each additional occupancy which shall en- title the customer to 1000 cubic feet of water for the first occupancy and to 600 cubic feet of water for each oc- cupancy in excess of one. (1) In the case of motels and /or auto courts wherein individual units or cabins are provided with kitchen fa- cilities in addition to the regular toilet and bathing facilities, served by a single service connection, there shall be charged to the owner or person having the management and control of the same, in addition to the pre- scribed monthly m e t e r minimum charge, the sum of $0.40 each month for each and every cabin or unit with- in said City and the sum of $0.60 each month for each and every cabin or unit outside of said City which will entitle the customer to an additional, allow- ance of 200 cubic feet of water for each additional minimum charge. (m) In the case of auto trailer. camps served by a single service connection and meter, there shall be charged to the owner or person having manage- ment and control of ,the same, in addi- tion to the prescribed monthly meter minimum charge, the sum of $0.40 each month for each and every trailer space within said City and the sum of $0.60 each month for each and every trailer s ace outside said City which will en- title the customer to an additional al- lowance of 200 cubic feet of water for each additional minimum charge. (n) In the case of circuses, carnivals and traveling shows requiring tempo- rary water service a flat rate of $7.50 for each day shall be charged where connection is made to a fire hydrant. (o) In the case of water furnished to a tank truck, the minimum charge shall be $0.75 per tank of not over 1000 gallons. (p) A minimum charge of $1.00 per month for each fire hydrant shall be transferred from Public Health and Safety Funds to the Water Department Fund. Provided that if the amount of any bill shall not be an exact multiple of five cents, such bills shall be re- duced or increased to the next nearest multiple of five cents. SECTION 6: PRIVATE FIRE LINES. Rate for private fire line serv- ice when meter is not required. (a) WITHIN THE CITY: Each 1% inch service $10.00 per annum, payable semi - annually. Each 2 inch service $12.00 per an- num, payable semi - annually. Each 4 inch service $25.00 per an- num, payable semi - annually. Each 6 inch service $60.00 per an- num, payable semi - annually. If such line is found tapped for do- mestic use, a meter shall be installed on such service at the expense of such consumer and the regular meter rates shall be -charged thereafter. The right shall be reserved to disconnect such fire service from the City's main by di- rection of the Council on recommen- dation of the Superintendent of the Water Department. SECTION 7: APPLICATION FOR TURNING ON WATER. (a) After the water has been shut off from any premises, it shall. not again be con- nected until the Department has re- ceived written application; such appli- cation shall be on blanks furnished by ORDINANCE NO. 309 (New Series) AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, FIXING RATES TO BE CHARGED FOR WATER FURNISHED BY SAID CITY TO CONSUMERS WITH. IN AND CONSUMERS OUTSIDE THE CORPORATE LIMITS OF SAID CITY; PROVIDING AND SPECI- FYING .CONDITIONS UNDER WHICH WATER SHALL BE FUR- NISHED BY SAID CITY TO SAID CONSUMERS AND MAKING REGU- LATIONS WITH RESPECT THERE. .TO; IMPOSING PENALTIES FOR THE VIOLATION HEREOF;. AND REPEALING ORDINANCE NO. 20 (New Series) AND ORDINANCE NO. 205 (New Series) AND ALL OTHER ORDINANCES OR PARTS OF OR- DINANCES IN CONFLICT HERE- WITH. BE IT ORDAINED by the Council of the City of San Luis Obispo as fol- lows: SECTION I: SEPARATE CONNEC- TION. All water furnished by the City of San Luis Obispo to any structure, building, house, flat, tenement, ground floor, business room or store, or any unimproved realty under one ownership In said City or outside said City hav- ing a street or road frontage, shall be through a separate service connection; provided, however, that where two or more dwellings owned by the same person or persons are situated on one lot, and have only one frontage on the same street or road, said dwellings may be furnished with such water through one and the same service con- nection, and provided further that each dwelling now having a street or road frontage shall be deemed as sep- arately connected for the purpose of the charge and collection for water fur- nished thereto, and the owner shall be liable for such water so furnished any one connection. SECTION 2: (a) ENLARGED CON- NECTIONS. No new or enlarged con- nection for any premises shall be made to the City water mains or to its system, without a written .application therefor, signed by the owner or some person on his behalf upon blanks to be furnished by said City, being sub- mitted to the water department stating the following: (a) The location where such con- nection shall be made. (b) That the service pipe is properly equipped with a shut off approved by the Superintendent of the Water Works Department of said City and accessible at all times. Said application shall be accom- panied by a fee as provided in Sec. 3 of this Ordinance. Upon the receipt of such application and fee by the Water Department, said premises shall be connected to the water mains of said City if found to conform to the pro- visions of this Ordinance. . Connections outside the City shall be made only as allowed by Section 23 of this Ordinance. (b) INSTALLATION OF METERS REDUCED IN SIZE. No meter installa- tion for any premises shall be installed to the City water mains or to the City water system reducing the size of said meter without the consumer first hav- ing made application for such installa- tion and connection. Such application shall be signed by said consumer or some person or agent on the consumer's behalf upon blanks to be furnished by the said City and permission granted, said application shall be accompanied by a fee of Five Dollars ($5.00), to cover the necessary costs of installation and /or replacement of said meter. SECTION 3: SERVICE FEES WITH- IN SAID CITY. (d) Each of the foregoing "Service Fees" shall include a shut off valve on the consumer side of the meter for his use. Location of said shut off valve shall be as close to the meter as pos- sible. (e) Services larger than two (2) inches and service enlargements shall be paid for by the consumer at 'cost plus overhead and cost of the meter. SECTION 4: WATER RATES. (a) WITHIN SAID CITY: The monthly rates to be charged and collected each month by the Water Department for all classes of service, from every person, school, firm or corporation, not espe- cially excepted herein, shall be at the meter rates herewith established, to wit: INSIDE OF CITY For consumption between 1000 and 3000 cu. ft. at the rate of 17 cents per 100 cu. ft. For consumption between 3000 and 5000 cu. ft. at the rate of 16 cents per 100 cu. ft. For consumption between 5000 and 10,000 cu. ft. at the rate of 14 cents per 100 cu. ft. For consumption between 10,000 and 30,000 cu. ft. at the rate of 12 cents per 100 cubic ft. For consumption above 30,000 cu. tt. at the rate of 9 cents per 100 cu. ft. or by special contract. Minimum reduced from 1200 cu. ft. to 1000 cu. ft. for $1.65. OUTSIDE CITY For consumption between 1000 and 3000 cu. ft. at the rate of 18. cents per 100 cu. ft. For consumption between 3000 and 5000 cu.. ft. at the rate of 17 cents per 100 cu. ft. For consumption between 6000 and 10,000 cu. ft. at the rate of 15 cents per 100 cu..ft.
