HomeMy WebLinkAbout03100 #" ORDINANCE NO. 310 (1965 Series) AN ORDINANCE ENACTING SECTION 6100.45.1 PROVIDING FOR TERMINATION OF CARD ROOM LICENSES B E IT O R DA IN E D by the Council of the City of San Luis Obispo as follows: SECTION 1. That Section 6100.45.1 of the San Luis Obispo Municipal Code shall be and is hereby enacted as follows: SECTION 6100.45.1 TERMINATION OF CARD ROOM LICENSES Business licenses for the conducting or operation of card games or card tables within the City of San Luis Obispo in existence on April 1, 1965 shall be cancelled and terminated upon the happening of any of the following events: A. Transfer, voluntary or involuntary, of the license or any interest therein to any person or entity other than the owner of said license on April 1, 1965. B. Change of location from the premises licensed as of April 1, 1965. C. Destruction in excess of fifty per cent (509D of the value of the premises licensed as of said date. D. Failure to operate said premises for any period in excess of fourteen (14) days. SECTION 2. This Ordinance, together with the ayes and noes, shall be published once in full, at least three days before its final passage in the Telegram- Tribune, a news- paper published and circulated in said City, and the same shall go into effect at the expir- ation of thirty (30) days after its said final. passage. F. Connors who is requesting permission to conduct a .card room at 699 Higuera Street. My reasons for this request for a denial are as follows: 1. A card room can serve no useful public service. 2. The establishment of a card room would create a police burden, and at present there are no budgetary funds available to- regulate the operations of such estab- lishments. 3. A card room cannot survive on the revenue of card table fees alone, thereby creating possible violations of gambling laws. It is respectfully requested that no card room licenses be approved until a complete study has been made and recommendations presented to the City Council. Chief of Police 20 March 1965 Honorable Mayor Clay Davidson & Members of The City Council City Hall 990 Parlor Street San Luis Obispo, California Gentlemen: At a recent meeting of the Police Advisory Board we dis- cussed the operating of Card Rooms in San Luis Obispo. The Board feels that an enterprise of this type serves no useful purpose in our community, and can as a matter of fact cause law enforcement problems. We beleive that if one or two Card Rooms are permitted to operate it-would not be possible to prevent other similar establishments from doing the same thing. It was therefore the unanimous opinion of the Board that no new licenses or permits be issued for this type of busi- ness and that licenses presently in effect be dropped on re- newal.
