AN EMERGENCY ORDINANCE EXTENDING ORDINANCE NO. 354, DEFINING, REGULATING, REQUIRING PER- MITS IN CEFTAIN ZONES, OLDERING REMOVAL, REGULATING NiA.INTENANCE AND CONSTRUCTION OF SIGNS AND BILLBOARDS WITHIN THE CITY OF SAN LUIS OBISPO BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. That Section Two of Ordinance No. 354 (1966 Series) of the City of San Luis Obispo, an Emergency Ordinance regulating Signs and Billboards, shall be and the same is hereby amended to extend the effective- date of said Ordinance an additional six months and, as amended, reads as follows: SECTION TWO. The provisions of this Ordinance shall be in effect for nine (9) calendar months from September 19, 1966 unless sooner extended, termi- nated or repealed by amendments hereinafter enacted. SECTION 2. Any Ordinance in conflict herewith to the extent that it does so conflict is hereby repealed. SECTION 3. This Ordinance is declared to be an Emergency Ordinance, the reasons therefor being as follows: That prior to the enactment of Ordinance No. 354, it was legal to erect signs 70 feet in height and unlimited in size, shape and light intensity, without securing prior approval of the City; that the lack of any reasonable restrictions would constitute a threat to the public peace, health, safety and welfare; that the City Council deems it necessary to enact this Emergency Ordinance to extend the effective date of Ordinance No. 354 imposing appropriate restrictions on signs pending completion of the current study of sign regulations and adoption of adequate sign standards; that the best interests of the City of San Luis Obispo and the health, safety, and welfare of its people will be served by continuing in effect, without inter- ruption, the restrictions imposed by Ordinance No. 354. SECTION 4. This Emergency Ordinance shall take effect immediately upon its passage. Copies of said ordinance are available for inspection at the City lerk's Office in the City Hall, 990 Palm Street, San Luis Obispo, California.
